科学诺贝尔奖是用钱堆出来的

我最近从 NIH 美国国家卫生研究院的一份报告看到, 从2007 – 2010 年拿R01 or P01 grant 的平均直接费用direct cost 是$220,000, 再加上间接费用 indirect cost (至少50%) $110,000, 大概等于 $330,000, 发文章的中位数是六. 也就是说, 大约$55,000 发一篇论文 (NIH 博士后工资 $四万左右，博士生$三万左右). 想得奖就得发好文章.

如果一位助理教授从三十岁起拿grant 到五十岁, 共二十年做研究课题，总共拿资助$6,600,000. 另加上 inflation/cost adjustment, 会大大超过$10,000,000 ($10 million). 如果美国前二百所大学和研究所里每所有五百个助理教授，付教授，正教授, 那总的grant awards 是 $200x500x10=$1,000,000 million (20 年总和). 如果每年美国得五个科学 Nobel Prizes, 二十年共拿100个. 既平均$10,000 million $10 billion) 出一个Nobel winner.

我今年夏天（June 2010）参加 Gordon conference 碰到一位Nobel prize winner, 就餐时问她做ribosome结构做了多久. 她说二十多年. 而且管两个实验室. 看来能得奖的项目要化十到二十年. 政府拔发grant 的机构如何决定把钱不间断地拔给特优秀的PI, 这是一个大学问. 这点中国的granting agency 需要好好的研究和学习. Most Nobel prize winning projects require long term and large investment.

美国每年化在基础科学和临床医学大概超过$40 billion (2009年， NIH, 30.4 b, NSF 6.5 b, HHMI 8.3 b, 再加上DOD-DARPA, DOE, DOA 的预算), >$500亿.  如果美国每年得五个Nobel Prize winners, 算下来 $8-$10 billion 产出一个. 跟以上大至算的$10 billion per winner 差不太多.

中国在2009 年国家自然科学基金预算大概是$8.5 to 8.8 亿 ($10亿=$1b). 相当于美国一家民间研究所 Howard Hughes Medical Institute (HHMI) 的预算。 按照美国的Nobel prize winner产出比例, 平均中国每年产出0.1 个winner （如果大部分经费投入基础研究）. 也就是说中国需要投入十年共$100亿 （10 billion US dollars) 可出一名Nobel winner. $100亿需要3,300,000 个中国老百姓一年不吃不喝才能贡献出这么多钱(Chinese GDP = ~$3000 per capita), 如果以三千美元GDP/人算.

就因为能得 科学Nobel Prize 的基础研究投入太大, 本人建议多投入应用性研究. 比如PCR (Polymerase chain reaction) DNA 扩增技术, 莹光蛋白质标记技术 （Fluorescent proteins)，其发明得了化学奖, 又能广泛地用在医疗诊断上. 应用性研究还可以产生好多就业机会.

Money is not the only reason. By this calculation, Mainland China should have at least one Nobel Prize in natural science now. The problem is not money, but how it is spent. If one spends space research money doing something like “太空育种”, one is not going to get a Nobel's Prize.

上月十八号,上海交大与法国原巴斯特研究所教授,1983年爱滋病毒发现隔离者,2008年诺贝尔医学奖获得者Luc Montagnier教授签定工作合同,Montagnier 正式成为交大研究人员,他的研究所以他的名字命名,研究方向以研发治疗爱滋病的药物,Montagnier 没有向外界透露交大收买他的价格.

Montagnier 教授由于不满法国规定他在1997年退休,与法国政府有关部门翻脸后离开法国前往美国继续研究工作,2001年由于研究资金不足而中断研究工作.

I would like to explore the reasons or lack of reasons why Chinese scientists in China so far do not have the blessing of winning a Nobel Price in Science (medicine/physiology, chemistry, physics, or economics).From my personal experience I have a few ideas, please look out for my future articles on this topics.

I chat with a Medicine/physiology Nobel prize winner recently on this topics. He suggested that:

1. Chinese government or Chinese Universities should recruit young scientists (after 3-5 y post-docs)to go back to do top notch research. Most Nobel prize winning work was done at the age of 30 to 45. After 50 y old, not many people are productive at late career in life.

2. If Chinese government censor media (newspapers, radio and TV stations,maganizes et al), Chinese scientists lack the freedom of speech, which will have very negative impact on their ways of thinking. This is most critical reason according him.

3. In US or UK, assistant professor and lecturer are PI who have independent research projects and funding. Young PIs always have crazy and great ideas and do not conform to dogma and standard of thinking. This is the exact problem in Chinese Universities. Lecturers do not have independent labs and have to carry heavy teaching burden.

I can list more reasons. I agreed with you that money is not the only issue. Sorry my Chinese typing is very slow. So I typed in English.
