999 税法究竟多荒唐

面对入不敷出的美国经济，共和党有一百个可能打败奥巴马，可是僵化了的党文化，在国库短缺的时候还一味要求减税，巧妇难煮无米炊也，要大部分美国人获得共呜简直是 掾 木求鱼，看来，奥巴马还是会隐坐多四年。

不过，半路杀出一个程孝金，共和党的总统候选人一字排开，终于有一个脱俗而出，成了大热门，此位便是荷蒙倾（ Herman Cain ），他提出了一个彻底颠复目前传统税制的三条九，三部曲计划，又称 999 税计划，用划一的 9% 个人所得税， 9% 的公司所得税加上 9% 的联邦购物税代替现在复杂的税制。

下面是他自己所列举的 999 种种好处：

•Removes all payroll taxes and unites all tax payers

•Provides the least incentive to evade taxes and the fewest opportunities to do so

•Lifts a $430 billion dead-weight burden on the economy due to compliance, enforcement, collection, etc…

•Is fair, simple, efficient, neutral, and transparent

•Ends nearly all deductions and special interest favors

•Features zero tax on capital gains and repatriated profits

•Exports leave our shores without the Business Tax or the Sales Tax embedded in their cost, making them world class competitive. Imports are subject to the same taxation as domestically produced goods, leveling the playing field.

•Lowest marginal rates on production

•Kills the Death Tax

•Allows immediate expensing of business investments

•Eliminates double taxation of dividends

•Increases capital formation which aids capital availability for small businesses

•Increased capital per worker drives productivity and wage growth

•Features a platform to launch properly structured Empowerment Zones to renew our inner cities

•The pro-growth, pro-job, pro-export economic policies of the 9-9-9 PLAN equals a strong dollar policy

跳过以上的罗列，从现实的角度看各种阶层的人，在这税制下将会是怎样：

富人从目前的 25% — 35% 个人或公司收入所得税变成只有 9% ，是大大的减税，但只是另加 9% 联邦购物税；

一般人从目前的 0% — 10% — 15% 个人或公司收入所得税变成 9% ，基本上没有变；但新增 9% 联邦购物税，最后还是被增税。

穷人从目前因在起征线以下不用付税变成要交 9% 个人或公司收入所得税，再加 9% 的联邦购物税，不单大大的增税，还税上加税。

以上是荷蒙倾三部曲的第一部，第二部语意不详，是什么 999 过渡到 Fair （公平）的税法，但没有列明具体怎样公平法。

第三部是他的终极理想，他的网站也没有详述，但据《纽约时报》一个叫 BRUCE BARTLETT 的经济专栏作家说，荷蒙倾最后的税法是取消任何收入税，而代之为划一的 30% 的购物税。

哗，这个好玩，只凭日常生活购物多少来衡量交税的多少，这不是叫人头税么，随便想象一下，根据一种说法，一个人之所以富，是因为平时省俭，荷蒙倾贵为教父披萨集团的 CEO ，平时穿几十刀一件的衬衣，很多时候吃在自己餐馆，加上购物用 coupon ，不常上电影院，还可能不少开支用公司来出数，这么算来，单是普通人家一个几岁小孩子要付的税，可能比他还要高，或甚至，比 Bill Gates 还要高。

牺牲绝大多数人例益，换取占少部分的富人大减税，如果共和党再没有什么会 make cense 的人出台，还是那句话：奥巴马还是会稳坐多四年。
