美国拟立法逼中国赔款，为什么？

美国媒体传闻了很久的，美国政府出面就冠状病毒灾害向中国索赔的消息，终于被证实：

其实最大的障碍不是中国能做什么，而是美国的法律系统，是美国会不会修改自己的法律精神来达到索赔的目的这么一个选择。大家的反映，这是最有代表的：

“The chances of getting the Chinese to pay reparations is somewhere between zero and none," said Scott Kennedy, senior adviser at the Center for Strategic and International Studies
