监狱是美国第二大工业

欧匹德新闻网一篇文章说，自美国监狱私有化以来，个州监狱越建越大。在1996年，美国每四个就业机会中，就有一个依赖于美国的监狱需求【1】，使得监狱成为美国第二大工业。

 

美国现在囚犯数量是上世纪七十年代的八倍。1980年美国囚犯数量为50万，1987年为100万，2000年已经超过200万，照此速率，2057年美国将有3亿囚犯，与全国人口相当【1】。

 

华盛顿一家研究所（JFA）发表研究报告说，虽然美国人口占世界5％，但美国囚犯占世界囚犯总数的25％。美国人入狱率居世界之首，俄国次之。

 

笔者认为，把美国监狱说成是美国的二大工业可能有计算方法问题。而JFA的报告比较可信，即美国囚犯人口和入狱率都是超级大国。一些美国人指责俄国是警察国家好像有点强词夺理。

Correlation quite different from causality. Acturally, JFA is one of the Washington think tank and advocate to reduce prisoners population.

BBC is very Liberal.
If you check the crime rate between 1990 to 2007, you may find there is NEGATIVE correlation between crime rate and per capita prison population.
As to forecasting, usually they are quite CORRECT in forecast history.
