what you need to do is, when you find a problem and don't want to rent to them, call and say: Look, I'm looking at your application and found xxx (the problem, could be credit, eviction, job, or anything). Why don't you try to fix it, and then come back. In the mean time, I'll have to move on and process the next applicant.
This way, you never officially deny any applicant. All people who have ever applied are still in process.
In case when they do come back, just say that your credit check is expired, and then ask for another credit check fee. And while you're doing that, ask for a new application form also. Since your own work of processing application is not billable anyway, you don't loose anything.
