Don't be silly - you are not stupid. You just need to know the tricks that's all ; )

here are the solutions.

For the "announcement", the trick is to replace the alphabet given to you by another adjacent alphabet. the instructions in the < > hint on the position of the replacement alphabets.

For the second puzzle (in my reply to TNF - btw hats off), you need to arrange the letters/spaces clockwise into a square (4x4) then read vertically.
