    亲爱的同胞们：
     上周五，2月15日，我告诉你们，在我的下次思索中，我将解决有关很多同胞利益的问题。所以，这次思索以这样的信息的形式出现。 

现在到了提名和选举国务委员会、主席、副主席和秘书长的时候。多年来，我一直占据着主席这一荣耀的位置。1976年2月15日，全国95％的合法选民在自由、直接和秘密的情况下投票通过古巴宪法。第一届全国人民政权代表大会也在同年12月2日召开，并选出国务委员会及其主席。在这之前，我做了差不多18年的总理。一直以来，在广大人民的支持下，我都有将革命事业推向前进的必须力量。
   
    有一些在海外的人，他们非常关注我的身体状况，认为我在2006年7月31日临时辞去国务委员会主席位置一事会是永久性的。当时我将权力移交给国务委员会第一副主席劳尔·卡斯特罗。由于他个人的优秀品质，他还是革命武装部队部长。虽然我的健康情况不容乐观，但党内一些同志和国家领导人不希望我远离公众生活。
