　　前一些日子，我参加了，某一个机构召开的，城乡居民，最低生活保障制度座谈会，目的是，为第二天，省级机关，召开的同题会议-“建言献策”。会上，我坦言——今天的与会者，没有一个是，需要最低生活保障者，可以预计明日的会议，更不会邀请，需要最低生活保障者参加，讨论，事关一部分群体的，基本生存问题的座谈会、决策会，却可以，没有这一个群体的代表参加，这是，一种多么严重的，对人的权利，与尊严的漠视。　

　　目前，我国实行的，最低生活保障线的标准不一，许多不发达地区，是每一个人，每一个月50元，或60元，某地新闻报道中，还以“最低生活保障水平，提高到每一个月50元”为题，以表示政绩。
各地区的物价水平、生活指数，当然很不相同。但是，在今天的中国，一个月50元，是无论如何，也没有办法，让一个人，以“人”的名义，生活下去的。即便广州等，发达城市，是每一个月300多元，其艰辛和屈辱，也是可以想见的。
　　好吧，50元也认了，当然，政府的工作，要做得细致、做到公正，于是，就有了先核算，和扣除最低生活保障家庭的，现有收入。然后，才对每一人平均，每个月不足50元的部分，予以补足—是补足到50元啊！
　　据报道，这种核算的方法，各地有不同，最低生活保障家庭，自己种的菜、自己栽的树，等等，都要算作家庭收入；甚至，自己家养的一只鸡，还要按照一年，生300个鸡蛋，换算成家庭收入——天哪？！谁？能保证那一只鸡，今年，一定能生下300个鸡蛋！像的计算方法，据说有13种之多，以13种计算方法，去，算计恩赐，给那些老；弱；病；残者、无业-生活无着者的50元，这，怎能不让人泪流满面？
　　环顾今日之中国，公车、公款旅行、公款吃喝、巍峨壮观的办公大楼、让全世界惊叹的-盛世豪华建筑等等，那些，每一年，以万亿计的，公共的支出，又是一种，什么样的计算方法呢？

　　无论如何，以一年产300个鸡蛋的计算方法，来扣除最低生活保障金钱，这只能说，是太不知道羞耻了。

　　普天之下，天晓得！还有多少这样的老人、病弱者的50元，或60元救命钱，被那些无比认真、细致的计算方法，从中扣除；
　　我们，还可以想象得到，那些脑满肠肥的官员，会何等振振有词地、耐心地，向我们解释，那些被扣除的计算方法，是如何，经过周密调研、科学论证、民主协商，而得出来的？
　　看来，尽管政府官员中，很多人，都顶着博士的头衔、硕士的头衔，但是，他们的小学算术课，都是不及格的——在各种算式的两边，都缺少了必要的前提：作为中国人的良心；中国人的知识。

　　現在、我が国は実行して、最低生活のための収入水準の標準は一様でなくて、たくさんの未発達地区、すべての人で、毎月の50元、あるいは60元、ある所のニュースの中で、また“最低の生活保障のレベルで、毎月の”を50元あげるのは題で、政治的業績を表します。
各地の物価のレベル、生活指数、もちろんとても同じでありません。しかし、今日の中国で、1ヶ月の50元、いずれにしてもで、方法がもなくて、一人を譲って、“人”の名義で、生活していきましたの。たとえ広州などとしても、発達した都市、毎月の300数元で、その艱苦と屈辱、会いたいことができるのです。

　　いいでしょう、50元も見分けて、もちろん、政府の仕事、するのが入念で、やり遂げるのは公正で、そこで、先に計算することがあって、最低の生活保障の家庭を差し引くことと、収入があります。それから、やっとすべての人に対して平均して、毎月50元足らずの部分、―を十分補充するのは50元まで十分補充するのです！
　　報道によると、このような計算の方法、各地に不一致があって、最低の生活保障の家庭、自分で植える野菜、自分で栽培する木、待って、すべて家庭の収入に見なしなければなりません；甚だしきに至っては、自分で家で育てる1匹のニワトリ、1年によって更に必要で、300の卵を生んで、換算の成家庭は受け取ります――日どれか？！誰か？あの1羽のニワトリを保証することができて、今年、きっと300の卵を生むことができます！像の計算方法、聞くところによると13種類の数があって、13種類の計算方法で、行って、恵みを計算して、あれらにあげるのは古いです；弱いです；病気；不完全な者、職業がない-生活のめどが立たない者の50元、これ、人をどうして涙がほろほろと流れさせませんことができるだろうか？

　　今日の中国をぐるりと見渡して、公用車、公金の旅行、公金での飲食、高くそびえて壮観な執務するビル、全世界に驚嘆させる-盛んな時代の豪華な建物など、あれら、毎年、兆で計算して、公共の支出、また1種で、どのような計算方法か？

　　見たところ、政府の官吏の中で、多くの人、すべて博士の肩書き、修士の肩書きを突いていて、しかし、彼らの小学校の算術科、すべて不合格になったのです――各種の数式の双方で、すべて必要な前提に不足しました：中国人の良心とします；中国人の知識。
