    日前北京顺义因遭当地不公对待而上访的张淑凤，欲根据国家有关政府申请低保，结果遭当地办理低保的工作人员粗暴地拒绝，当张淑凤追问为什么不根据有关规定给自己办理低保时，那人反问道：“政府为什么要照顾你一个上访户呢？”看来上访成了一些地方政府工作人员歧视打压弱势群众的有力依据。

    张淑凤家住北京顺义区仁和镇前进村，是个普通本份的京郊农民，丈夫张德利靠蹬三轮车谋生。2001年12月，张淑凤的女儿张楠因病上学迟到，受到班主任的体罚，下午张德利去学校评理，结果遭到学校几个老师的围骂，傍晚他去接孩子时被学校一闫姓教师纠集三个社会流氓持棍殴打，造成“急性闭合性颅脑损伤”，头皮下血肿，另四肢、胸、背部多发软组织损伤，从此瘫痪，失去了劳动能力。孩子也因此受惊吓而出现精神障碍，晚上哭闹、大小便失禁、沉默自闭。家中没有了经济来源，并且还要常年负担高昂的医疗费。为讨回公道，惩治犯罪，张淑凤通过法院及政府各级信访途径作出努力，但由于犯罪份子在当地的关系网，使他们申冤无望，为此他们也曾多次到北京市及国家有关部门上访，结果均没有得到解决，并且因上访张淑凤还被通州当地警方威胁、殴打、拘留过，并因此造成腰椎损伤，严重影响正常劳动。2006年3月2日，张淑凤更被无故劳教一年。如此一来，致使张淑凤一家经济完全陷入极度困境。为了生存下去，张淑凤从事过捡拾废旧等多种工作，但因身体伤病所限，家中生计无法维持。孩子也曾一度失学。
   
    如此伤残贫困的家庭，根据国家有关政策完全应该享受低保。张淑凤也为此多方奔赴。2004年7月7日，张淑凤找相关领导要求办理低保，他们说：“要想办低保得写保证书，以后不再上访了，张楠爸爸的伤不能说是老师打残的，是他自己生病致残的”。当地派出所也表示只要张淑凤写个保证，他们愿意出面给办理低保。在遭到张淑凤的拒绝后，他们就不给办理。最后无奈之下，张淑凤提出给孩子办个低保以方便她上学，能吃饱饭，结果还是遭到当地有关工作人员的拒绝。近日张淑凤再次前去办理低保，竟再次被工作人员以上访为由拒绝。目前张淑凤家挣扎在饥饿伤痛的困苦中，她请求外界一切有良知正义的人士给予他们以道义的声援与经济的资助，以便让她的孩子不至于挨饿。
