我叫孙玉昆 女 57岁 教员，内蒙古呼伦贝尔市人。为做更换起搏器手术，现寄宿于北京亲友家。
96年9月我随丈夫去上海探望婆母 ，偶感心慌，到上海市第一人民医院谘询。医院受利益驱动，故意编造病名，矇骗给我做了射频消融手术，造成心跳失灵。然后以补救为名竟将一只已过期7年报废的心脏起搏器给我按上。此后，因过期起搏器引发诸多致命伤害，又不得不再次寻找医院更换起搏器。上海市第一人民医院的两次手术，把我原本较健康的身体治成了残体，只能终身靠起搏器来维持生命。我丈夫后因受不了此打击, 不堪重负，也接著染病身亡。
我现在才明白，医院如杀人的屠宰场。医生被号称为“白衣天使”，竟毫无人性，害得我如此结果。我好后悔，真不该去呀!
此伤害，事实清楚，证据充分。我诉讼法院，本想讨回公道，谁知法院司法更是腐败透顶，庭审时对我的伤害事实不审不理，而是违法判案，故意依未经质证的、虚假的所谓“医疗鉴定”为据判我败诉，甚至违法销毁我的司法鉴定等证据。我虽不断申诉，但屡诉屡败，10年来的诉讼我非但没讨回公道，反而债台高筑，精疲力竭，
现我面临体内的起搏器使用期限已到，起搏器到期不能再使用，即意味著我生命的终结。而今我借贷无门，这第三次更换起搏器的资金如何解决，靠法院公正判决获得赔款不知何年何月？!
珍惜生命是人的本能，生命终结又有谁能为我讨回公道？我想总有这一天!

我叫罗明理，男，1953年6月26日出生，汉族，中国湖南省攸县人，农民，住攸县湖南坳乡崇新村崇山湾组，系死者丁伟平的岳父，罗春平之父，妻子肖春桃，1959年2月19日出生，汉族，湖南攸县人，农民，系死者丁伟平的岳母，罗春平之母亲，外孙女罗院喜，2001年4月6日出生，汉族系死者丁伟平、罗春平的女儿。

我怀着悲痛的心情，给联合国人权理事会来信，呈请帮助呼吁中国的司法部门依法解决中国湖南省株洲市老320国道最大交通事故造成丁伟平，罗春平夫妻二人伤亡，黑心交警伪造现场制造2006年2月3日的颠倒黑白的《交通事故认定出》我和妻子已经携带失去父母的4岁孙女，千里迢迢赴省城长沙，京城北京上访多次，反映了湖南省醴陵市公安交通警察大队事故股黄显兵，黄洋在处理丁伟平、罗春平双双伤亡的道路交通事故中，滥用职权徇私舞弊，编造事实，伪造现场，包庇当地责任者胡道林，张朝飞，进行权钱交易，拿人命当儿戏，不把农民当作人看，没有人情，丧尽天良的严重腐败行为，就湖南省株洲市中级人民法院（2006）株中法民一终字第128号认定赔偿下欠的102557.16元人民币至今未兑现的枉法判决书当儿戏从未过问，在喊天地不灵的今天，特给人权理事会来信求救！

首先回顾本期交通事故的全过程：

2006年元月23日下午l7时许，我家上门女婿丁伟平持合法证照驾驶湖南BAA860号农用三轮车(驾驶室载其妻（我女儿)罗春平)由株洲市驶往攸县老家过年，途经老320国道醴陵市新阳乡湖潭弯道地段右转弯，与相对行驶的醴陵人胡道林驾驶的无机动车号牌的金刚农用四轮运输车相遇时，因胡道林违法上道路行驶，车速过快，又不采取措施，且前轮制动失效，造成两车相撞。丁伟平、罗春平当场伤亡，丁伟平车辆全部损失的重大交通事故。事故发生当天，丁伟平手机一直开着，家里每小时与丁伟平通话一次，可事故发生后，醴陵市交警大队事故股股长黄显兵、副股长黄洋到达现场后，将丁伟平手机有意关机3个半小时，从17时至20时30分，然后与胡道林私下交易，伪造现场，将两具尸体背在一起拍照，指示两名与胡道林有利害关系的人作现场目击人，现场勘验笔录明明记载丁伟平三轮车翻在道路中间，可是一个月后出的事故认定书却谎称：丁伟平驾驶的车辆失控驶入道路左边，侵占他人路面，向左侧翻后与胡道林驾驶的车辆相撞。交警承办人与胡道林一起编造事实，伪造证据，将事故责任推倒死者丁伟平身上，一切设计为妥即20：30分后，承办人员才将丁伟平手机打开，家里亲人询问丁伟平夫妇情况，交警人员才告知丁伟平、罗春平遭车祸伤亡，噩号传来，家里亲人哭声一片，悲痛万分，丁罗两家强忍悲痛在村干部陪同下，驱车赶到醴陵市交警大队，丁罗两家要求到事故现场察看，并见死者尸体被拒绝。

第二天，丁罗两家在村干部陪同下再次租车到达醴陵市交警大队要求到事故现场察看又被拒绝，丁罗两家这种正当要求并不违法为何遭拒绝？足见事故认定之疑点。更让丁罗两家心痛的是，当丁罗两家在殡仪馆见到女儿罗春平尸体时，发现罗春平口里还流着口水泡沫，这些口水泡沫一直流在其脖子处，是罗春平的母亲掏出手帕为她擦干净，这些症状痕迹足以说明罗明理的女儿罗春平当时身受重伤，并没有死亡，而是黑心交警不及时进行抢救，将其冻死的。稍有医学知识的人都知道，人死后口角里不会流出口水泡沫。这些黑心交警不仅对死者家属封锁消息，不及时抢救罗春平、丁伟平，而且恶意串通，将事故责任推到死者身上，死无对证，认定死者丁伟平负主要责任(即90％责任)，胡道林只承担10％的责任，只付了7000元给死者家属。当丁罗两家不同意黑心交警这种不公正处理时，黑心交警竟然吼叫“要丁罗两家滚”。难道人民的交警就这样对待人民群众？农民也是人，丁罗两家一下死两个二十七八岁身强力壮的年轻人，难道还不值两头黄牛的价值吗？人命关天，黑心交警黄显兵黄洋共收胡道林及车主张朝飞12万元，正因为如此，所以，他们对胡道林、张朝飞格外开恩，撞死两个人只赔7000元，便将车子放走。黑心交警每天抽蓝嘴芙蓉王烟2包70元，他们的工资每月1000多元，光抽烟一项每月就要2000余元，他们的钱是从哪里来的，是处理交通事故中权钱交易而来，他们抽的不是烟，而是死者的血。在这些黑心交警心里没有农民，只有金钱，处理事故不讲事实和法律，他们就是法律，随心所欲，为所欲为，他们可以把假的写成真的，只要你送了钱给他们会想尽一切办法为你开脱责任。如此道德败坏、素质低下的人，还能做人民的交通警察吗？绝对不能，这种黑心交警尽管人数极少，但影响极坏，如不加以清除，只能败坏党和政府的声誉，损害人民警察的形象，必须严惩，绝不能迁就、手软，任其发展。

对此，我们对醴陵市交警处理1.23交通事故提出如下质疑：

1、死者丁伟平手机一直开着，为何事故发生后，交警要将丁伟平手机有意关机3个半小时，对死者家属封锁消息？

2、事故发生当天，交警为何不让死者家属见死者尸体和事故现场？

3、事故现场勘验笔录明明记载丁伟平驾驶的三轮车翻在道路中间为何事故认定书认定丁伟平驾驶的车驶入道路左侧，翻在道路左边？

4、事故发生后，据现场目击人讲：罗春平被胡道林的车撞出十多米远，当时并未死亡，为何交警要编造当场死亡，不及时进行抢救？

5、交警为何要将丁伟平、罗春平背到一块拍照，伪造现场，道路上留下一遍血迹说明了什么？

6、丁伟平、罗春平被撞死后，交警分两次给了死者家属7000元，当死者家属表示不同意交警这种极不公正的调解时，交警为何吼叫“要死者家属滚？

7、赔偿没有到位，肇事者也无担保，交警为何将肇事者车辆放走？

8、丁伟平，罗春平的亲人多次找胡道林，张朝飞要下次的赔偿金，胡道林说：赔偿金（包括小孩的护养费、四个老人的养老费等）早已支付给交警大队黄显兵黄洋了。

9、为什么黄显兵、黄洋不支付给丁伟平、罗春平的亲人呢？

敬请联合国人权理事会站在人权的高度，呼吁中国的司法部门切实履行职责，依法重新任定此期交通事故，将胡道林绳之依法，追究黄显兵黄洋制造冤假错案的刑事责任，还罗明理丁清云两家公道，给死者丁伟平、罗春平一个瞑目为感！
