1957年4月30日，毛泽东在第十二次最高国务会议上讲整风问题，最后提出：明年二届人大，一定辞去国家主席，减少一部分工作，以便集中精力研究一些问题。瑞士有七人委员会，总统是轮流当的。我们几年轮一次总可以，采取逐步脱身政策。并说：要透点消息出去，否则老百姓不了解。[1]
