"open offices vs. behind shut doors" - You don't trust your employees, so you use "divide-and-conquer" tactics to check on each other. Many industrious leaders embrace such policy, such as FaceBook - even Mark Zuckerberg got on open desk. Many labs adopt to use multiple workers on the same project to verify each other.
That's a complete waste! Rather, I prefer to hire the best persons and let them be free to do whatever they're inspired to pursuit.
