在上一集故事中成功破获飚车帮抢劫卡车一案后，卧底警察布莱恩（保罗·沃克尔饰）这次又接到了新的任务：迈阿密的联邦探员怀疑狡猾商人卡特·魏隆（科尔·豪瑟饰）利用他的进出口贸易公司当掩护，进行国际洗钱的勾当，却一直苦于找不到证据。卡特酷爱非法的街头飚车活动，除此之外很少跟外界接触。
　　为此，联邦调查局只好再次派布莱恩出马，打入迈阿密街头飚车族的内部，获取魏隆洗黑钱的证据，以期逮到这名国际洗钱组织的首脑。
　　为了获得飚车族的信任，布莱恩不仅和他们一起从事犯罪活动，而且和头目卡特·魏隆结为好友。同时，警方派在飚车族里的另一位卧底，女警官梦妮卡·佛安蒂（伊娃·曼蒂丝 饰）也逐渐掌握了许多卡特犯罪的证据。
　　但事情却出了岔子。原来，卧底女警官梦妮卡和犯罪头子卡特有十分暧昧的关系，而布莱恩也不知不觉中爱上了梦妮卡，三人之间的关系越陷越深。与此同时，警方和FBI给布莱恩施加的压力也越来越大，要求他必须尽快查出谁才是真正的首脑，找出卡特洗钱的证据。面临友情、爱情和法律，布莱恩不得不做出艰难的抉择……
