故事发生在1942年的上海，日军的特高课总部“梅机关”、汪伪特务组织76号、驻上海日本宪兵队联手对潜伏在上海的军统特工和中共地下组织发动突然袭 击。一夜之间，国民党和中共上海组织几乎损失殆尽。军统上海地区的负责人接到重庆绝令：立即启动潜伏多年，代号为“铁铲”的高级特工，命其查出日伪这次清 剿行动背后阴谋。与此同时，中共也向代号“鹤顶红”下达绝令，同时启动令敌人闻风丧胆的神秘特工——“冰山”，同样命其查出日伪清剿行动背后阴谋。

廖正南、萧婉茹夫妇，表面上一个是出版社编辑主任，一个是医生。实际上，廖正南是双重身份，既是军统特工“铁铲”也是中共特工“冰山”。萧婉茹是中共特工 ——“鹤顶红”。廖正南和萧婉茹先后得到绝令，各自迅速展开行动。“梅机关”机关长中村大造是个老牌特务。清剿行动刚结束，他便广邀社会名流，大摆生日 宴。其实，这是他的诱敌之计。

这场诱敌计很快在中共的特工(鹤顶红)的手中夭折，中村丢了自己的性命。中村死后，留下了假肢谜团。廖正南、萧婉茹根据中村遗留下来的蛛丝马迹，分头行 动，历尽曲折、艰辛的磨难之后，终于弄清了日伪清剿行动的阴谋……
