It is a member of parliament who is speaking at the National Assembly. In the middle of his speech, he hears whistles. Immediately he stops his speech and says:

“I just hear whistles. Indeed, dear colleagues, be aware that there are only three species who whistle on Earth: birds, snakes and the fools. I therefore ask the species who has just whistled to kindly stand up in front of all the audience so that he can be identified.”
