It is a kit (SMD, surface mount device), you have to assemble it yourself.

RGB LEDs, resistors, capacitor, switch, chip (all are SMD):

The SMD LEDs are diodes. They have polarities. When the positive of the diode connects to the positive of the battery and the negative of the diode connects to the negative of the battery on your digital multimeter with a sign of

, the LED will light up.

The red LED needs around 2-2.4 V DC, the green LED needs around 2.1-2.6 V and the blue LED need 2.8-3.1 V.

The Nobel Prize in Physics 2014 was awarded jointly to Isamu Akasaki, Hiroshi Amano and Shuji Nakamura "for the invention of efficient blue light-emitting diodes which has enabled bright and energy-saving white light sources"

The SMD LEDs in this kit are 0201 (2 mm x 1 mm).  In the picture below, one box on the ruler is 1 mm, the green mark on the LED is the negative. When installed on the print circuit board (PCB), this side should be facing yourself.

The side view.  In the picture below, one box on the ruler is 1 mm, the left side of the LED is positive and the right side of the LED is negative.

In the picture below, one box on the ruler is 1 mm, the left side is positive and the right side is negative. When installed on the PCB, this side should be soldered on the PCB:

Make sure the polarity of the LED is correct, using a multimeter with a sign of diode :

Put two probes of your meter on both sides of your LED. When the  LED lights up,  the LED side which is connected by the red probe will be the positive of the diode if you are using a digital multimeter.

If you are using an analog ohmeter, when your LED lights up, the LED side which is connected by the negative probe of your ohmmeter is the positive of the diode if you are using an analog ohmmeter.

Soldered and finished, one side:

Soldered and finished, the other side (I made a mistake: RGB LED were all installed upside down, though polarities are all correct):

With 3 pieces of 1616 batteries (1620 is required,  they have the same size but different thickness) inserted,

when spinning, it looks like this:
