1976年唐山一带出现了地震异常状况,国家地震局为了加强地震监测,派地震工作者周海光到唐册任地震台台长,同海光到唐山后,唐山市出现了各种地质异常的征候;水位升高、鱼类死亡、老鼠迁徒，尤其是煤矿井下出现了地喷涌现象……周海光立即向全市发出了地震临震警报，可是震山没有地震。为了搞清真相，周海光顶着压力继续监测，在一次野外监测中，周海光搭救郊游中被蛇惊吓而落下悬崖的女军医文燕，之后，文燕对周海光产生了感情。然而就在这时候，唐山的地质状况又出现了微妙的异常变化，周海光坚信唐山在短期内一定会出现大的地震，但周海光的观点孤立，为了保险慎重，国家地震局和唐山市邀请全国地震专家会诊，会议中专家认为唐山不会有地震。1976年7月28日3时38分唐山发生7.8级大地震。整个唐山市在瞬间化为废墟，市长向国华立即组成搞震指挥部，周海光投入到水库保卫战中，文燕因抢救伤员牺牲了，数十万解放军和来自全国各市医疗队纷纷开赴唐山，一场前所未有的大营救……一年后，周海光和文燕的妹妹文秀结婚了，可就在结婚的当天文燕出现了，原来，文燕没有牺牲，文燕的归来，打破了原来的平静。
