关于扩大“清洁网络计划”以保护美国资产的公告

“清洁网络计划”是特朗普政府为保护美国公民的隐私和美国公司最敏感的信息，使其免受中国共产党等恶意行为者的侵略性入侵而采取的综合性策略。今天，我宣布在“清洁网络计划”中，启动五个新工作路线，以保护美国的关键电信和技术基础设施。

这五个新工作路线植根于国际公认的数字信任方面的标准，并建立在2020年4月29日宣布的“5G清洁道路”计划的基础上，以保护在连接美国海外外交设施的5G网络及美国境内5G网络中所传输的数据的安全。

“清洁网络计划”的五个新工作路线如下：

——清洁的运营商。确保不受信任的中华人民共和国（PRC）的运营商不与美国电信网络相连接。这些公司对美国国家安全构成威胁，不应提供往返美国的国际电信服务。

——清洁的应用商店。从美国移动应用商店中删除不受信任的应用程序。中国的应用程序威胁我们的隐私，扩散病毒，开展政治宣传和传播虚假信息。美国人最敏感的个人和商业信息应当在移动终端上得到保护，以免被中国共产党所利用和窃取。

——清洁的移动应用。防止不受信任的中国智能手机制造商通过应用商店预装，或以其他方式提供下载受信任的应用。华为作为中国监控式国家的一个分支，正在利用美国和外国领先公司所产出的创新和所拥有的声誉来推广自身的产品。这些公司应该从华为的应用商店中删除他们的应用程序，以确保他们没有与人权侵犯者合作。

——清洁的云。防止美国公民最敏感的个人信息和我们企业最宝贵的知识产权，包括COVID-19疫苗研究，在特定的云端系统中存储和处理，如果我们的外国对手能够通过阿里巴巴、百度和腾讯等公司访问这些特定的云端系统的话。

——清洁的光缆。确保我国与全球互联网相连接的海底光缆不会大范围地被中国破坏以用于收集情报。我们还将与国外的伙伴开展合作，确保世界各地的海底电缆不会同样受到破坏。

“清洁网络计划”的势头正在逐渐壮大。现在有30多个国家和地区成为“清洁国家”，许多世界上最大的电信公司都是“清洁电信公司”。这些公司都承诺在其“清洁网络”中只使用值得信赖的供应商。

美国呼吁我们的盟友和世界各地的政府和业界伙伴加入到日益成势的潮流中来，保护我们的数据不受中共监控式国家和其他恶意实体的侵害。围绕我们公民的数据建立一个“清洁堡垒”，将确保我们所有国家的安全。（完）

 

Announcing the Expansion of the Clean Network to Safeguard America’s Assets

The Clean Network program is the Trump Administration’s comprehensive approach to guarding our citizens’ privacy and our companies’ most sensitive information from aggressive intrusions by malign actors, such as  . Today, I am announcing the launch of five new lines of effort to protect America’s critical telecommunications and technology infrastructure.

These programs are rooted in internationally accepted digital trust standards and built upon the 5G Clean Path initiative, announced on April 29, 2020, to secure data traveling on 5G networks into U.S. diplomatic facilities overseas and within the United States.

The five new lines of effort for the Clean Network are as follows:

• Clean Carrier: To ensure untrusted        carriers are not connected with U.S. telecommunications networks. Such companies pose a danger to U.S. national security and should not provide international telecommunications services to and from the United States.

• Clean Store: To remove untrusted applications from U.S. mobile app stores. C apps threaten our privacy, proliferate viruses, and spread propaganda and disinformation. American’s most sensitive personal and business information must be protected on their mobile phones from exploitation and theft for the C’s benefit.

• Clean Apps: To prevent untrusted     smartphone manufacturers from pre-installing –or otherwise making available for download – trusted apps on their apps store. H W, an arm of the    surveillance state, is trading on the innovations and reputations of leading U.S. and foreign companies. These companies should remove their apps from H W’s app store to ensure they are not partnering with a human rights abuser.

• Clean Cloud: To prevent U.S. citizens’ most sensitive personal information and our businesses’ most valuable intellectual property, including COVID-19 vaccine research, from being stored and processed on cloud-based systems accessible to our foreign adversaries through companies such as Alibaba, Baidu, and Tencent.

• Clean Cable: To ensure the undersea cables connecting our country to the global internet are not subverted for intelligence gathering by the         at hyper scale. We will also work with foreign partners to ensure that undersea cables around the world aren’t similarly subject to compromise.

Momentum for the Clean Network program is growing. More than thirty countries and territories are now Clean Countries, and many of the world’s biggest telecommunications companies are Clean Telcos. All have committed to exclusively using trusted vendors in their Clean Networks.

The United States calls on our allies and partners in government and industry around the world to join the growing tide to secure our data from the      surveillance state and other malign entities. Building a Clean fortress around our citizens’ data will ensure all of our nations’ security.

 

 

中国外交部回应:典型的霸道行径

 

在今日外交部例行记者会上，外交部发言人汪文斌回应此事称，蓬佩奥等美国政客一再以维护国家安全为借口，滥用国家力量打压遏制中国高科技企业，中方对此坚决反对。美方有关做法根本没有任何事实依据，完全是恶意抹黑和政治操弄，其实质是要维护自身的高科技垄断地位，完全违背市场原则和国际经贸规则，严重威胁全球产业链供应链安全，是典型的霸道行径。

 

汪文斌强调，许多目前被美单边制裁的中国企业都是无辜的，他们的技术和产品也是安全的，从来没有发生过一起类似“斯诺登事件”“维基解密”的网络安全事件，也没有发生过一起类似“棱镜门”“方程式组织”“梯队系统”的网络监听监视行为。美国自身满身污迹，却大谈什么“清洁网络”，这纯属荒谬可笑。

 

汪文斌说，我们敦促美方纠正错误做法，为各国企业开展正常经贸合作创造条件，还世界一个自由、开放、安全的网络空间。中国将继续与世界各国一道，共同维护公平、公正、开放、非歧视的营商环境，促进国际科技交流与合作，让安全、可靠、优质的信息技术为全球经济复苏和各国人民美好生活提供新的动力。

 

8月5日，国务委员兼外交部长王毅在接受新华社记者采访时也强调，包括华为在内，许多目前被美国单边制裁的中国企业都是无辜的，他们的技术和产品也是安全的，从未对任何一个国家造成危害。反而是“棱镜门”“梯队系统”这样的丑闻背后都有美国的影子，美国在全世界窃听、监控其他国家的不良行径已是世人皆知。美国并没有资格打造什么“清洁国家联盟”，因为它自己早已满身污迹。
