尧皇(如图1,注1)登基一年后,在朝堂上,她忽然发现龙国的朝臣来的很少,就问:“这么多人去海南岛探亲!他们都有亲属是政治犯,就你们几个没有。”

One year after White-king Yao ascended the throne, she suddenly noticed in the imperial court that few ministers from the Dragon Kingdom were present. She asked, “So many have gone to visit relatives on Hainan Island! They all have family members who are political prisoners—are you few the only ones without?”
Note 1: Figure 1 depicts the story of White-king Yao enlightening the Yellow Dragon (i.e., Yellow Creator, Big Yu) to attain enlightenment in Yellow Dragon Palace (i.e., hell) eight years later.
那几个龙国的旧部回答:“我们也有亲戚在海南,但不能同时都去啊!他们回来之后,我们再去。我们并不担心在海南的亲戚过的不好。现在海南岛的经济发展得也挺好,已经是南海周边国家的贸易中心了。这几年我们遵纪守法,清正廉洁,怕华国和夏国对我们龙国有意见,耽误了 您的‘三足鸟计划’ (即华国,夏国,和龙国合并成为中华共和国)的实施。最近,我们忽然发现我们是有钱人了!现在的物价便宜,钱值钱;我们居然还负担得起旅游了。现在我们的华夏大地,也包括我们龙国,每年的GDP增长率都是两位数。我们这点钱留着没什么用,就都想起去海南探亲旅游了。”
The former Dragon Kingdom officials replied, "We also have relatives in Hainan, but we can't all go at once! We'll go after they return. We're not worried our relatives in Hainan are struggling. Hainan Island's economy is developing quite well now, and it has become a trade center for countries surrounding the South China Sea. These past years, we've followed the law and remained upright and incorruptible, fearing Hua Country and Xia Country might harbor grievances against our Dragon Kingdom and delay the implementation of your ‘Three-Legged Bird Plan’ (That is, Hua Kingdom, Xia Kingdom, and Dragon Kingdom merged to form the Republic of China.). Recently, we suddenly realized we're rich! Prices are cheap now, and money is worth more; we can even afford to travel. Hua and Xia’s lands, including our dragon nation, is growing at double-digit GDP rates every year. There's not much point in keeping this little bit of money, so we've all started thinking about visiting relatives and traveling to Hainan.”
尧皇就和他们聊起了谁去探望谁,他们是什么关系。随后,尧皇就不高兴了,说:“没人去看望我哥哥(注2)!那等他们回来后,咱们一起去海南吧!”
注2,熬钦(如图3)是尧皇的哥哥,号南海龙王,南天门,是玉皇大帝封的四方神之一,南方之神(参见2.8.1 《云华夫人》)。南天门是说熬钦的教法通俗易懂,是升天的方便之门。
White-king Yao then chatted with them about who visited whom and their relationships. Afterwards, White-king Yao became displeased and said, "No one visits my brother (Note 2)! Let's go to Hainan together after they get back!"
Note 2: Aoqin (as shown in Figure 3) is White-king Yao's brother, aka. the Dragon King of South Sea and Southern Sky Door. He was one of the four directional gods appointed by “Turquoise White-king Great Creator,” the God of the South (see 2.8.1 "Lady of Cloud Light"). The Southern Sky Door signifies that Aoqin's teachings are easy to understand and a convenient gateway to sky.

据说从那些政治犯自愿地去了海南开始,二郎神(如图2)就开始给他们送简报。这种简报亦作白皮书,就是国家向高级官员通报国家大事。熬钦他们非常乐见那些简报,为此南海龙王为简报造了一座图书馆。
It is said that from the moment those political prisoners voluntarily went to Hainan, Second Wolf God (see fig. 2) began sending them briefings. These briefings, also known as white cover books, were reports from the state to high-ranking officials on important national affairs. Aoqin and his people were very pleased with these briefings, and the Dragon King of the South China Sea even built a library for them.
当尧皇的信使向南海龙王传达尧皇要到海南探望他时,转告了二郎神对海南政治犯探亲规定的调整。允许海南政治犯来到广东海岸迎接亲戚朋友,但不许下船,踏上大陆的土地。如果那些政治犯想参观大陆,可以向广东政府提出申请。广东政府将派出官员陪同他们参观广东。如果政治犯想返回老家看看,需要向中国政府申请,政治局将派出专人陪同他们返乡。
When White-king Yao's messenger conveyed to the Dragon King of the South Sea that Emperor Yao intended to visit him in Hainan, he relayed the message to Second Wolf God regarding adjustments to the regulations for Hainan political prisoners' family visits. Hainan political prisoners were permitted to come to the Guangdong coast to greet their relatives and friends but were not allowed to disembark or set foot on the mainland. If these political prisoners wished to visit the mainland, they could apply to the Guangdong government. The Guangdong government would then send officials to accompany them on their tour of Guangdong. If the political prisoners wished to return to their hometowns, they needed to apply to the Chinese government, and the Politburo would send a special envoy to accompany them on their return journey.
尧皇的信使又强调说:“尧皇非常忙!武汉距离海南几千公里远,正常的旅行要花费三个月的时间。尧皇是将军出身,她的队伍行进速度快,那也需要一个半到两个月的时间。皇帝海航的安全规范还没做出来,但估计尧皇做船越过琼州海峡需要半个月到一个月的时间。”
经过两天的慎重考虑,南海龙王回答说:“我愿意去香港迎接尧皇。”
The messenger from Emperor Yao emphasized, "White-king Yao is extremely busy! Wuhan is thousands of kilometers away from Hainan, and a normal journey would take three months. White-king Yao is a general by profession, and her entourage moves at a fast pace, but it would still take one and a half to two months. The safety regulations for the emperor’s naval voyages have not yet been finalized, but it is estimated that it will take White-king Yao half a month to a month to cross the Qiong’zhou Strait by ship."
After two days of careful consideration, the Dragon King of the South Sea replied, "I am willing to go to Hong Kong to welcome Emperor Yao."

传说,当时香港地区的县长李家超去港口迎接南海龙王,在码头等待了三天三夜。龙王没有按照日程的安排,下船去休息。李家超上船去问: “您老怎么不下船啊?”
南海龙王回答:“我妹妹成为了中华共和国的第一位皇帝;二郎神是她的第一功臣。我和二郎神打仗一辈子了。我若登岸溜达溜达,那就得麻烦你们去向二郎神汇报。”
Legend says it that when Hong Kong's county prefect, Jia’chao Li, went to the port to welcome the Dragon King of the South Sea, he waited at the pier for three days and three nights. Dragon King did not disembark as scheduled to rest. Jia’chao Li boarded the boat and asked, "Why aren't you getting off the boat, Your Majesties!?"
The Dragon King of the South Sea replied, “My sister became the White-king Creator (皇帝) of Republic of China; Second Wolf God was her greatest contributor. I’ve fought Second Wolf God my whole life. If I were to come ashore for a stroll, I’d have to trouble you to report to Second Wolf God.”
李家超回答:“我们不觉得麻烦,愿意聆听二郎神的教诲!”
南海龙王回答:“我不愿意!二郎神听了你们的汇报,他得想几天,几夜睡不好!让他睡个好觉吧!”
传说,龙王在船上等了两周,尧皇才到达香港,去到船上和他会面。
Jia’chao Li replied, “We don’t mind the trouble; we’re willing to listen to Second Wolf God’s teachings!”
The Dragon King of the South Sea replied, “I do mind! After hearing your report, Second Wolf God will be thinking about it for days and spending a few sleepless nights! Let him get a few good nights’ rest!”
Legend says it that the Dragon King waited on the ship for two weeks before Emperor Yao arrived in Hong Kong and went aboard to meet him.
