  2. Post-Slavery Era in the U.S.:

    • After the abolition of slavery (1865), employersespecially in the hospitality and railroad industriesrefused to pay newly freed Black workers full wages and instead allowed or expected them to live on tips.

    • This was especially common in restaurants, hotels, and railroads. For instance, Pullman porters, mostly Black men, were expected to rely heavily on tips rather than wages.

  3. Institutionalizing Low Wages:

    • By the early 20th century, tipping became embedded in U.S. service industries, and some employers used tipping as a way to avoid paying fair wages.

    • This led to the creation of the tipped minimum wage, which is still lower than the standard minimum wage in many states.

Racist Legacy:

  • The practice became a way to economically exploit Black laborers in the post-Civil War South.

  • Groups like the National Anti-Tipping Society in the early 1900s tried to ban tipping, calling it un-American and a holdover from aristocracy and exploitation.

Today:

  • The legacy remains. Tipped workers in the U.S. can legally be paid as little as $2.13/hour at the federal level (as of 2025), with the assumption that tips will make up the rest.

  • This disproportionately affects people of color and women, who make up a large percentage of tipped workers.
