加拿大移民律师协会还认为，卡尼政府推出C-12法案其实是在取悦美国总统特朗普，但特朗普未必领情。而C-12的副作用——“数以万计正在等待审批的移民申请人可能被系统瞬间删除”却只能由加拿大独自承担。
加拿大历史上首次“一刀切”式的取消移民申请发生在2012年，当时哈珀政府刚刚上台，面对自由党政府任期内积压的28万份移民申请直接宣布取消，等待多年的家庭的加拿大移民梦想戛然而止。
但那一次，也没有形成法案变成系统性的操作方式，而是国会单独投票决定的一次性政策。如今的C-12不但是2012年一刀切的翻版，而且被法律固定成标准流程。
