About Colin Robertson

A former Canadian diplomat, Colin Robertson is Vice President and Fellow at the Canadian Global Affairs Institute and hosts its regular Global Exchange podcast.  He is an Executive Fellow at the University of Calgary’s School of Public Policy and a Distinguished Senior Fellow at the Norman Paterson School of International Affairs at Carleton University. A member of the Department of National Defence’s Defence Advisory Board,  Robertson is an Honorary Captain (Royal Canadian Navy) assigned to the Strategic Communications Directorate.  Robertson sits on the advisory councils of the Alphen Group,  Johnson-Shoyama School of Public PolicyNorth American Research Partnership, the Sir Winston Churchill Society of Ottawa and the Conference of Defence Associations Institute. During his foreign service career, he served as first Head of the Advocacy Secretariat and Minister at the Canadian Embassy in Washington, Consul General in Los Angeles, as Consul in Hong Kong, and in New York at the UN and Consulate General. A member of the teams that negotiated the Canada-US FTA and then the NAFTA, he is a member of the Deputy Minister of International Trade’s Trade Advisory Council and the North American Forum. He writes on foreign affairs for the Globe and Mail and he is a frequent contributor to other media. The Hill Times has named him as one of those that influence Canadian foreign policy.

加拿大新任总理卡尼(Mark Carney)14日宣誓就职,外界关注其未来对华政策。加拿大学者认为,加拿大会做出新的努力来与中国改善关系,但有鉴于中国在国际协议中的不诚实、系统性非关税壁垒,加拿大在技术、清洁能源或金融等领域不见得会扩大与中国的贸易。

美国之音报导,中国和加拿大近年来在从贸易、技术到人权等一系列问题发生冲突。自2018年加拿大拘留中国科技巨头华为高管孟晚舟以来,两国关系降至冰点,北京随后也以危害国家安全罪名逮捕前加拿大外交官康明凯(Michael Kovrig)以及企业家斯帕弗(Michael Spavor)作为报复。

此外,关于中国近期宣布从加拿大进口的菜籽油、油饼和豌豆额外征收100%关税,对猪肉和水产品额外征收25%关税,以报复加拿大去年10月对从中国进口的商品征收关税,包括对所有中国制造的电动汽车征收100%的附加税,以及对钢铝进口征收25%的附加税。

关税部分,罗伯逊认为,中国对加拿大征收反关税,是因为加拿大对中国电动汽车产品征收100%关税,那是与当时的美国政府同步采取的行动。鉴于现任美国总统川普对钢铁、铝的攻势,以及他希望将汽车等制造业转移到美国,加拿大可能会重新考虑这种方法。

但是罗伯逊也指出,加拿大与中国国有企业及其一党制打交道的经验,使得很难确保中国在透明度、争议解决、合约运行等问题上的合规性。

专门研究比较政治学、中国政府和政治、加中关系的布洛克大学副教授伯顿(Chales Burton)也认为,不认为加拿大会在技术、清洁能源或金融等领域扩大与中国的贸易,「中国在国际协议中的不诚实、系统性非关税壁垒、缺乏公正的法治、中国共产党通过腐败、胁迫和秘密行动对加拿大国家安全和主权的持续威胁,都是两国交往中的障碍。」
