这样的警察应该受到表扬还是批评？

刚看了一则让人哭笑不得的新闻： 星期一，在Arlington, Texas， 一头小公牛跑到了大街上，警车在牛屁股后跟着从4:45pm 到8:38 pm， 近四个小时一直等到牛的主人把牛停住。

四个小时的警力， 汽油？  

如果警察从警车出来，不说把牛抓住， 逼它离开公路会需要多长时间？ 难到警察是按照规定这么做的？
