Questions about expatriates filing taxes...

What is the best tax software for expatriates? My sister is an US citizen and her husband just got his green card last year. They live abroad last year. Do they still need to file state tax return in addition to the Federal return? Because they do not own any property in the US,so technically they are not residents of any state. Thanks in advance.
