Don't know your situations, yet the implant should always have higher prioty than a bridge: just a simple fact that you have to rely on at least two teeth to support a bridge, if one fails then the bridge fails.
Another way to think about the difference is the prognosis: a single crown has about 80% chance to survive 5 years, and so for 15 years would be about .8x.8x.8= .5, so half of a single tooth supported crowns would fail after 15 years. What about a bridge, again, it contains at least two single crowns. As for an implant supported crown, statistical prognosis is >97% after 15 years. It is just so obvious these days the implants are standard of care. All the data are based on the study in the US.
Don't know much about the costs in China or other areas, yet for the SF bay area: implant placement is about 1-2k, bone grafts, if needed, is about .8-2k, abutment is about 1-2k, crown is about 1-2k. All othe diagnositc tools, if needed, are extra, eg. CT scan, diagnostic casts, etc. So, the quote you got actually was pretty good ;-)
Also for your information, most patients use their flexible account to plan well ahead of time for these kind of procedures, while a lot of companies, like at least in the bay area Intel, Cisco, to name a few, now offer staff 50% coverage for implant placement and related procedures.
