H-1b6年延期，请教一个 LCA online system的问题

想自己做延期，但是看到lca online system webpage网站上写有：“ALERT! Please be advised that, effective October 1, 2008, you must be a registered user to submit a Labor Condition Application (LCA) ETA Form 9035E through the LCA Online System. The LCA Online System will no longer accept electronic applications submitted by non-registered users on or after October 1, 2008. Creating your own personal account is free and can be done by clicking on the “Register” link on this page.”

这么说自己不可以，必须是雇主或者律师能做吗？
