如果人民币能升到一个合理的汇率水平,如果中国能减少贸易顺差,如果没有其它国家接替中国现在的位置(可能不会有了),西方的经济会好转的.

You are loosing the point. What we are talking about is the relationship between the Yuan appreciation and the economic condition in the west. What you have said is that China is doing bad things worse than Japan. Except for the Yuan appreciation, what else you are referring to the "bad things?" What will happen if the economic condition is not improving in the west after the Yuan apperication?

国际金融自从金本位制垮台之后就成了以美元为中心的运作体制。所谓汇率就是本国货币和其他外国货币的兑换比率。在没有人为干涉的情况之下，货币的价值应该同其他商品一样由市场机制来决定，即demand和supply这个供求关系来决定。所谓通货膨胀就是因为货币的供应量超过了流通货币的需求量，那么，货币的价值就会下降。而货币的发行量是由各国政府自己控制的，所以一个国家要发展，就必须保持本国货币价值的相对稳定。这是货币对本国经济而言，老百姓都希望自己手中的钱可以保持其购买力。不然就会人心惶惶，发生社会动乱。但是，当本国货币相对本国经济相对稳定时，货币的价值又会受到出口增长的影响，中国的出口换回来的大多是美元，而美元又不能自由兑换人民币，所以这就造成国内对人民币需求的上升压力，从而导致人民币相对美元升值的趋势。要解决这个问题实在很难。所以中国外汇储备越高，人民币升值的压力就越大。其实，中国政府人为操作汇率也不是解决问题的办法，当然这样做，其目的是为了保护国内那些依靠出口生存的中小企业和保持社会的就业率，但是长期这样恐怕将来积重难返，所以最近中国政府宣布增加汇率的浮动幅度。当然美国是人民币升值在欠债上的受益者，但是美国老百姓也不一定受益，因为从中国进口商品价格会明显上涨，美元相对中国制造商品的购买力就会相对下降，从而导致美国的通货膨胀。开放式的经济就是这样相互影响的。这种国与国之间的贸易和货币问题是无法解决的，除非，有一天大家使用国际通用货币。但是哪一个权威机构可以发行这种国际通用货币呢？
