Question: 如果J1签证后没有进入美国国境是否有什么影响？是否也要受回国两年服务的限制或办理J1豁免？是否能再申请其他签证如F1/L1/H1等？
Answer: If the J1 visa holder never gets into US, then no 2-years home country service and J1 waiver are needed. You should be able to apply for other type of visa. But you may need to explain for the reason of J1 visa issue.
