Who should pay the towing fee?

I am renting an apartment this summer. Last Wendensday morning, I found my car got towed. I had to pay $185 to get my car back. I was told that the Home Owners Association has sent mail to every owner about the parking lot will be paved that morning. Every car has to be moved, otherwise, it will be towed at car owner\'s expense. There was no sign about no parking on that morning in the parking lot. No sign on the garage door. No sign anywhere. The letter was sent to the owner. I am not the owner, so I don\'t open her mail. I want to know who should I ask to pay the $185 towing fee. The owner or the HOA?
