Chapter１: Strategic Planning

1. 孫子曰：兵者，國之大事，死生之地，存亡之道，不可不察也。

孫子說：戰爭乃是國家大事，它牽涉到百姓的生死，關係到國家的存亡，所以為政者必須謹慎去審查、研究和評估。

Sun Tzu said: War is a vital issue to the nation. It is concerned with people's life and death, and related to national security and destruction. Therefore the governor has to cautiously invetsigate, study and evaluate.
