This bill is designed to allow US employers to retain highly skilled workers educated in the US by exempting such professionals from the H1B cap and reducing the paperwork burden on employers and workers who have a demonstrated record of complying with US immigration laws. Among other things, this bill: * raises the H1B cap from 65,000 to 115,000 and provides for a base limit increase if the cap is exhausted in a given fiscal year; * creates an uncapped exemption for advanced degree graduates of US institutions; modifies the existing 20,000 cap currently reserved for graduates of US institutions to apply to advanced degree holders from any foreign country; * raises the cap of Employment Based petitions; and * exempts various groups of professionals from the Employment Based caps altogether.
