Deck表面翘起来怎么办？

去年买的房子，十几年旧的，deck表面翘起来了，就象起皮似的（如图）。请问怎么办？是用刀片把它切下来stain，还是用胶水粘起来？
还有，哪些deck上的缝隙怎么办？
