LETTER TO RESERVE MY LEGAL RIGHTS AND SEEK JUSTICE
To: The Village Office of Standard July 10, 2025
CC: Mr. Justin Vallee, Peace Officer Department of Wheatland County
Dear Sir or Madam,
I am writing to formally reserve my legal right to fairness, justice, and equal treatment under the law. I was recently informed by Mr. Justin Vallee of the Peace Officer Department that your office requested officers be sent to both of my properties for the purpose of taking photographs. This deeply troubling development has compelled me to publicly and officially outline the sustained mistreatment and institutional abuse I have endured since relocating from Montreal to the Village of Standard in 2012.
- The illegal and repeated dumping of street snow onto both of my properties.
- Forcing me to apply for a development permit, only to later claim it was not required.
- Denying my efforts to designate my historic hotel as a heritage site, despite prior commitments.
- Excluding my hotel from tourism promotion platforms—even after I paid associated costs.
- Bringing in inspectors to unnecessarily target my property and business operations.
- The mayor publicly discouraging residents from supporting my business.
- Using municipal influence to redirect customers to competing businesses.
- Encouraging the local grocery store and arena to serve food in direct competition with my business.
- Supporting the deputy mayor’s opening of a rival bar and lounge.
- Failing to protect my property following a robbery, during which my vending machine was stolen.
- Deliberately removing my business from local events, promotions, and centennial celebrations.
- Minimizing or deleting any mention of my hotel on the village’s official platforms.
- Charging unauthorized storage fees and concealing them within my property tax bill—even after you claimed ownership of the property.
- Illegally placing my hotel up for public auction without lawful process.
- Seizing land belonging to me in order to pay for your legal expenses.
- Using funds collected from my own property taxes to hire legal counsel to manipulate court proceedings—resulting in my claims being struck out in both the Court of King’s Bench and the Court of Appeal, despite my failing health and unexamined evidence.
- I have endured years of relentless harassment, which has led to serious mental and physical suffering.
- I was recently relocated to a senior housing facility in Calgary under emergency medical and social intervention due to stress-related illness.
- I have been forced to abandon both of my properties in the Village of Standard due to the hostile and unsafe conditions you created.
Let me be absolutely clear: although I have been displaced, I have not surrendered my legal rights. I remain fully committed to seeking justice—not only for myself, but to ensure that other vulnerable individuals are not similarly mistreated in the future. This is a matter not just of personal loss, but of public accountability and civil responsibility.
I invested over half a million dollars in your village with the intention of building a life, a business, and contributing to the local economy. In return, I was met with hostility, obstruction, and cruelty.
This letter stands as a formal record and protest of your ongoing actions and a declaration of my continuing right to seek legal redress through every available channel—be it public, legal, or political.
Respectfully,
Peter Zhen Guo Pan
