其实主要看地方政府的财力，当然也和地方政府是否重视有关。99年，天津二中扩建，我们去工地实习。我敢担保绝对的真材实料，按照抗震8.5度设计（这两天经常看新闻，说什么某建筑能抗几级地震，显然记者非常无知，只能说抗多少度，不能说抗多少级）。当然，造价就上去了，当时初步预算要花7000多万，最后花了多少我就不知道了。总之，要想房子结实，就得多花钱。[阅读全文]
