行动分几个部分一，主动宣传。对于不了解真相的,中立的，可以争取的外国人。以宣讲西藏历史，政策，人文，宗教等为主，在各地召开演讲会，座谈会。可以每周一次，持续到年底。甚至更长。尽量用外国人的资料，让他们左手打右手，会更有说服力。好的资料，打印出来，每天在车站，商店等人流量多的地方，免费发放。甚至邮件直接发给认识的外国人。

龙腾行动战斗动员令

2008年是注定不平凡的一年。从年初的台独公投，到3，14的藏独闹事，再到全球火炬传递的骚扰活动，都是有组织有计划展开的。同时配合的还有南海菲律宾的海权斗争。农产品特别是大米的严重涨价，以及美元的恶性贬值，带来国内经济滞胀的压力越来越重。这些还都是小喽喽在台面上闹腾，真正的高级打手和后台还没有动手。不过暗地里已经较上了手劲。
