When the Chicago public schools were in the throes of a financial crisis, the Chicago school finance authority, ... Hired a consulting firm to make a $33,000 study on cost saving recommendations. Then, the next year, after the school board failed to do anything about the recommendations, the city allocated another $200,000 for a second study on how to cut school costs.

That is typical of the American approach to problem solving. People seem to think that if they throw a few more dollars at a problem it will go away. It is like putting a band-aid on a hemorrhage.

----- this was written by Marta Collins in the 70s, when private schools cost only 60 bucks a month. Things haven't changed much over past 40 years apparently. This country doesn't need more charities, or more taxes, but the people need to learn how to work hard and spend within their means.
