My plan pays down an unprecedented amount of our national debt.  And then, when money is still left over,

Once we have funded our national security and our homeland security, the final great priority of my budget is economic security for the American people.  (Applause.)  To achieve these great national objectives -- to win the war, protect the homeland, and revitalize our economy -- our budget will run a deficit that will be small and short-term, (多小?多短?难道要等民主党执政?) so long as Congress restrains spending and acts in a fiscally responsible manner.  (Applause.) We have clear priorities and we must act at home with the same purpose and resolve we have shown overseas:  We'll prevail in the war, and we will defeat this recession.  (Applause.) Lower taxes and greater investment will help this economy expand. More jobs mean more taxpayers, and higher revenues to our government. The best way to address the deficit and move toward a balanced budget is to encourage economic growth, and to show some spending discipline in Washington, D.C. (Applause.)

e must work together to fund only our most important priorities. I will send you a budget that increases discretionary spending by 4 percent next year -- about as much as the average family's income is expected to grow. And that is a good benchmark for us. (Applause.) This will require that Congress focus on priorities, cut wasteful spending, and be wise with the people's money. By doing so, we can cut the deficit in half over the next five years. America's prosperity requires restraining the spending appetite of the federal government. I welcome the bipartisan enthusiasm for spending discipline. I will send you a budget that holds the growth of discretionary spending below inflation, makes tax relief permanent, and stays on track to cut the deficit in half by 2009. (Applause.)(再次重复那个不能实现的梦想,共和党人再次鼓掌) My budget substantially reduces or eliminates more than 150 government programs that are not getting results, or duplicate current efforts, or do not fulfill essential priorities. Keeping America competitive requires us to be good stewards of tax dollars(减了税要少花钱呐). Every year of my presidency, we've reduced the growth of non-security discretionary spending,(最好把退休金和医保全砍了,就符合了共和党的理念,自己存退休金吧,自己take care 医疗保险吧,国家本就不该管此事,等我们把钱都糟蹋完了,想管也管不了了)and last year you passed bills that cut this spending. This year my budget will cut it again, and reduce or eliminate more than 140 programs that are performing poorly or not fulfilling essential priorities. First, we must balance the federal budget. (Applause.)(说对了,可共和党近三届政府从未做到)We can do so without raising taxes. (Applause.) (梦游)What we need to do is impose spending discipline in Washington, D.C. We set a goal of cutting the deficit in half by 2009, and met that goal three years ahead of schedule. (Applause.) (代价是一年后加若干倍,) Now let us take the next step. In the coming weeks, I will submit a budget that eliminates the federal deficit within the next five years. (Applause.) (看不到现在的危局吧?) I ask you to make the same commitment.
