終統=廢統？　美要求扁政府澄清 2006-03-03 00:23:01 轉寄 列印 記者:史哲維 攝影:段士元　美國華府報導 陳總統到底是廢統還是終統？在傳出總統府官員曾表示，終統就是廢統的談話後，美國國務院今天發表措詞強硬的書面聲明，要求扁政府必須公開而且明確的更正，國統會並沒有被廢除。聲明中不提陳總統，直接稱呼陳水扁。TVBS特派記者史哲維、段士元，來自美國首府華盛頓的最新報導。 廢統變終統，國統會到底是被陳總統廢了，還是像美國所說的只是被凍結？到底是陳總統很有技巧的耍了美國，還是美國政府給陳總統戴上了緊箍套，台灣各界還沒有得到共識。不過，對布希政府來說，這個爭論的答案很簡單：陳總統承諾國統會沒被廢除，只是凍結，而且台灣絕沒有改變台海現狀；美方並認定，有關扁政府說終統廢統是一樣的新聞，是被媒體誤報。 美國國務院副發言人厄立：「就這個(文字解釋)，不應該有任何的差距或不同。」 厄立在國務院簡報中做了以上聲明的幾小時後，國務院又發表了一封措辭嚴厲的正式書面聲明，作為補充。內容直呼陳水扁三個字，並極為罕見的，幾乎以命令句的方式，指定扁政府必須要要有三個動作。 聲明全文如下：「我們看到有報導指出，台灣資深官員就國統會所做的談話中表示，廢除和終止咦鳑]有差別；還有台灣本週稍早（所做）決定的效果，是廢除（國統）會。」 不過，我們被告知說，報導誤報了台灣官員（的談話）。我們期待台灣當局公開的對此記錄做出更正，毫不模糊的確認2月27日的聲明沒有廢除國統會，沒有改變現狀，而且（相關）保證依然有效。 我們從台灣當局得到的瞭解是，台灣在2月27日所採取的行動，是被刻意設計成不要改變現狀，就像陳水扁在他的七點聲明中清清楚楚講的一樣。廢止一個保證將會改變現狀，並且會違反那個（與終統相關的）瞭解。 我們相信維持台灣的保證，對維護現狀至關緊要。我們堅定的政策，就如同我們說過很多次的，是不能單方面的改變現狀。」 （We have seen reports that senior Taiwan officials have said，with respect to the National Unification Council，that there is no distinction between"abolish" and"ceasing activity" and that the effect of Taiwan's action earlier this week was to abolish the Council. We have been informed，however，that the reports misquoted Taiwan officials. We expect the Taiwan authorities publicly to correct the record and unambiguously affirm that the ebruary 27 announcement did not abolish the National Unification Council，did not change the status quo，and that the assurances remain in effect. Our understanding from the authorities in Taiwan was that the action Taiwan took on February 27 was deliberately designed not to change the status quo，as Chen Shui-bian made clear in his 7-point statement. Abrogating an assurance would be changing the status quo，and that would be contrary to that derstanding. We believe the maintenance of Taiwan's assurances is critical to preservation of the status quo.
