在 中 国 军 队 的 机 密 文 件 ，《 第 十 一 师 的 总 结 》 中， 记 录 了 从公 历 一 九 五 二 年 ，到 一 九 五 八 年 间 ， 该 师 ，在 安 多 甘 南 地 区 ，即 平 息 叛 乱 九 百 九十 六 起 ， 消 灭 一 万 余 西 藏 人 的 情 况 。
安 多 果 洛 地 区 ， 公 历 一 九 五六 年， 有 人 口 十 三 万 余 。到 公 历一 九 六 三 年 ，却 反 剩 六 万 余 人 。 （ 见 《 “中 国 之 春”》 中 文 版 ， 1986年 6月 号 ） 。
公 历 一 九 八 七 年， 三 月 二 十 八 日 ， 班 禅 大 师， 在 北 京 全 国 人 民 代 表 大 会 的 一 次 会 议 上， 就 西 藏 问 题 指 出 ﹕ “ 果 洛 州， 在 杀 死 了 许 多 人 以 后 ， 将 尸 体 从 山 上 滚 到 山 脚， 埋 好 已 挖 好 的 坑 内 ， 然 后 ， 军 队 以 ‘ 庆 祝 消 灭 叛 匪 ’ 的 名 义 ， 强 逼 死 者 亲 属 在 上 面 跳 舞 ， 随 后 ， 又 将 全 部 亲 属， 用 机 枪 扫 射 杀 死 。 如 此 对 康 、 安 多 地 区 的 人 民 ，实 施 前 所 未 有 的 压 迫 与 残 害 ， 以 及 将 西 藏 人 十 个 、 二 十 个 地 成 批 屠 杀 所 造 成 的 仇 恨 ，依 然 被 西 藏 人 所 牢 记。 ”
公 历 一 九 五 九 年 三 月 十 日 ， 对 西 藏 拉 萨 人 民 的 反 抗 运 动， 进 行 镇 压 ， 在 短 短 的 两 、 三 天 之 内 ， 就 有约 一 万 到 一 万 五 千 人 被 打 死 。
西 藏 军 区 政 治 委 员 会 的 一 份 ，公 元 一 九 六 零 年 机 密 文 件 中 ， 记叙 了 从 公 历 一 九 五 九 年， 三 月 到 一 九 六 零 年 十 月 间 ， 仅 仅 在 西 藏 中 部 卫藏 地 区， 就 消 灭 八 万 七 千 名 西 藏 人 的 情 况 。
在 西 藏 流 亡 政 府 的 统 计 文 件 中 ， 从 公 历一 九 四 九 年， 到 一 九 七 九 年 间 ， 由 于 中 国 的 残 酷 统 治 ， 造 成 了 一 百 二 十 余 万 西 藏 人 的 丧 生 。

死 于监 狱 、 劳 改 营 的 西 藏 人-

根 据 从 监 狱 或 劳 改 营 中， 幸 存 藏 人 的 报 告 ﹕ 在 整 个 西 藏 犯 人 中 ， 约 有 百 分 之 七 十 的 犯 人， 死 于 狱 中 。 例 如 ﹕ 在 北 方 茶 卡 ， 即 西 藏 北 方 荒 无 人 烟 区 ， 中 国 人 在 那 儿 修 建 了 五 座 监 狱 ， 监一 万 余 名 西 藏 犯 人 ，赶 到 这 儿开 采 硼 砂 。 据 其 后 的 幸 存 者 证 实 ， 由 于 饥渴 和 繁 重 的 劳 役 ， 加 上 无 休 止 的 折 磨 和 虐 待 ， 造 成 几 乎 每 日 ，都有 十 至 三 十 人 死 亡 ， 一 年之 内 。 即 有 八 千 余 名 犯 人 死 去 。 再 如 以 强 逼 西 藏 人 服 苦 役 而 建成 的 、 现 在 却 被 说 成 是， 中 国 解 放 军 修 建 的 纳 金 水 电厂 为 例 。
当 时 ， 在 众 目 睽 睽 之 下 ， 几 乎 每 天 ，都 有 三 至 四 个 犯 人 的 尸 体 ，被 抛入 河 流或 进 行 火 化 。 康 定 铅 矿 工 人 ， 雅 荣 （ 新 龙 ） 的 阿妈 阿 德 指 出 ﹕ 仅 公 历 一 九 六 零 年 ，到 一 九 六 二 年 间 ， 就 有 一 万 两 千 零 十 九 名 ，西 藏 犯 人 死 于 开 采 铅 矿 的 苦 役 中 。

目 前 的 西 藏 人 权 问 题-

公 历 一 九 七 六 年 九 月 ， 毛 泽 东 死 后 ， 中 国 的 政 策 发 生 了 变 化 ， 即 在 经 济 上 放 松 和 实 行 开 放 。 对 待 政 治 犯 也 比 较 以 往 稍 有 改 善 ， 但 是 除 经 济 上 的 放 松 或 开 放 ， 对 西 藏 的 政 治 、 自 由 等 方 面， 并 没 有 发 生 任 何 的 变 化 。
公 历 一 九 八 二 年 五 月 ， 将 进 行 政 治 活 动 的 一 百一 十 五 名 ，西 藏 人 以 走 私 ，或 刑 事 犯 罪 等 罪 名 逮 捕 。 其 后 ，又 有 许 多 人 被 逮 捕 。
公 历一 九 八 三 年 十 一 月 底 ， 仅 在 拉 萨 市 区 的 监 狱 中 ， 即 关 押 着 七 百 五 十 余 名 政 治 犯 ， 公 历 一 九 八 七 年 九 月 二 十 日 ， 二 百 余 名 拉 萨 群 众， 进 行 示 威 游 行 ， 其 后 的 十 月 一 日 和 一 九 八 八 年 三 月 五 日 ， 前 后 连 续 发 生 的 游 行 示 威 中 ， 中 国 军 警 开 枪 镇 压 ， 不 仅 打 死 打 伤 许 多 西 藏 示 威 者 ， 而 且 还 逮 捕 了 两 千 余 名 西 藏 人 。
据 UPI新 闻 社， 于 公 历 一 九 八 八 年， 七 月 二 十 日 报 道 ﹕ 中 国 官 员 乔 石 ，于 公 历一 九 八 八 年 七 月， 到所 谓 的 “ 西 藏 自 治 区 ” 视 察 时 ， 宣 布 ，要 对 反 抗 中 国 统 治 的 西 藏 人， 毫 不 心 慈 手 软 地 ，进 行 严 厉 打 击 。 其 后 ， 该 项 政 策， 马 上 得 到 贯 彻 。
公 历一 九 八 八 年 十 二 月十日 ， 在 大 昭 寺 前 的 广 场 上 ， 中 国 政 府， 对 西 藏 人 和 平 抗 议 运 动， 进 行 镇 压 时 ， 其 经 过 为 当 时 在 场 的 荷 兰 籍 ，女 士 科端 斯 扎 （ 音 ） 所 亲 眼 见 到 。 她 说 ﹕ “ 当 时 军 警，没 有 进 行 任 何 的 警 告 ，便 向 人 群 肆 意 扫 射 。 她 在 逃 跑 时， 手 臂 被 击 中 。 ” 一 位 西方 国 家 的 记 者 指 出 ﹕ “ 中 国 军 警 明 确 地， 得 到 了 要 杀 死 藏 人 的 命 令 ， 不 管 怎 样 ， 在 当 时 的 镇 压 中， 至 少 有 十 五 名 西 藏 人 被 打 死 ， 一 百 五 十 余 人 受 伤 ， 许 多 人 被 逮 捕 。 ”
从 公 历 一 九 八 九 年 三 月 五 日 开 始 ， 连 续 三天 在 拉 萨 发 生 示 威 游 行 ， 当 示 威 者 高 举 西 藏 国 旗 ， 高 呼 西 藏 独 立 的 口 号 时 ， 中 国 人 再 次 武力 镇 压 ，并 向 西 藏 人 的 住 宅 开 枪 射 击 ， 据 人 们 估 计 ﹕ 当 时 约 有 八 十 至 四 百 人 丧 生 ， 而 中 国 却 声 称 只 有 十 一 人 死 亡 。 另 据 当 时 在 西 藏 的 中 国 记 者， 唐达 先 所 说 ﹕ 当 时的 镇 压 使 四 百 余 西 藏 人， 被 集 体 屠 杀 ， 几 千 人 受 伤 ， 三 千 余 人 被 逮 捕 。
公 历 一 九 八 九 年 三 月 七 日 晚 ﹕ 国 务 院 发 布 了， 拉 萨 戒 严 的 命 令 。 公 历 一 九 九 零 年 五 月 一 日 宣 布 解 严 ， 国 务 院 虽 宣 布 解 除 戒 严 ， 但 是 ， 公 历 一 九 九 一 年 七 月， 澳 大 利 亚 官 方 的 人 权代 表， 在 去 拉 萨 视 察 后 明 确 指 出 ﹕ “ 公 历 一 九 九 零 年 ，虽 解 除 了 军 事 戒 严 ， 但 那 只 是 名 义 上 的 ， 事 实 上 军 事 戒 严 ，仍在 实 施 之 中 。 ” 国 际 大 赦 组 织， 在 公 历 一 九 九 一 年 的 年 结 中 ， 不 仅 作 出 了 类 似 上 述 的 说 明 ， 而 且 还 指 出 武 装 警 察 无 限 止 地 ，掌 握 着 随 心 所 欲 地 逮 捕， 和 监 禁 西 藏 人 的 权力 。
为 了， 使所 谓 解 放 西 藏 四 十 周 年 的 仪 式， 能 够 顺 利 进 行 ， 于 公 历 一 九 九 零 年 ，五 月 十 日 将 一 百 四 十六 名 西 藏 人， 以 各 种 罪 名 逮 捕 ， 随 后 召 开 所 谓 公 判 大 会 ， 并 就 逮 捕 事 项 进 行 公 布 。 而 在 真 正 “ 庆 祝 ” 的 那 天 ， 却 在 拉 萨 采 取 极 为 严 厉 的管 制 措 施 。 公 历 一 九 九 二 年 二 月， 又 突 然 展 开 镇 压 行 动 ， 每 队 十 人 的 中 国 武 装 军 警 ，同 时 闯 入 拉 萨 各 居 民 的 住 宅 ， 并 将 收　藏 有 达 赖 喇 嘛 的 照 片 ， 语 录 或讲 经 之 书 籍 、 录 音 带 的 二 百 余 名 西 藏 人　 以 这 些 收 藏 物， 是 要 颠 覆 国家 为 名 予 以 逮 捕 。 ?
中 国 政 府 虽 如 此 不 断 地， 进 行 残 酷 的武 装 镇 压 ， 但 西 藏 人， 从 公 历 一 九 八七 年， 开 始 的 和 平 抗 议 运 动， 却 从 未 间 断 过 。 据 现 有 的 材 料 ﹕ 从公 历一 九 八 七 年 九 月， 到 一 九 九 二 年 之 间 ， 在 整 个 西 藏 范 围 内 发 生 的 和 平 示 威 游 行， 至 少 有 一 百 五 十 多 次 ， 对 持 不 同政 见 者 ，和 未 经 法 律 程 序 ，而 随 意 逮 捕 或 监 禁 的 政 治 犯， 进 行 各 种 各 样 的 虐 待 和 折 磨， 以 及 判 处 死 刑 ，或 非 法 处 决 等 情 况， 已 成 为 国 际 大 赫 组 织 ，关 心 西 藏 人 权 问 题 时 ， 经 常 考 虑 或 注 意 到 的 。 有 关 中 国 在 西 藏 实 施 的 宪 法， 或 法 律 条 款 中 ， 不 仅 限 制 了 基 本 的 人权， 而 且 没 有 按 照 国 际 法 原 则， 保 障 人 权 等 情 况 ， 在 国 际 大赦 组 织 ，于 公 历 一 九 九 二 年 一 月， 出 版 的 “ 对 中 华 人 民 共 和 国 与 西 藏 状 况 的 忧 虑 ” 中 均 做 了 描 述 。
设 在 美 国 的 亚 洲 观 察 组 织， 于 公 历 一 九 九 零 年 五 月 ，写 的 《 残 暴 的 镇 压 与 西 藏 人 权 》 的 报 告 中 指 出 ﹕ “ 西 藏 和 平 示 威 者 ， 持 不 同 政 见 者 ，等 凡 对 中 国 统 治 表 示 不 满 者 ， 中 国 统 治 者 ，一 概 认 为 这 些 是 在 进 行 违 法 的 分 裂 活 动 ， 进 而 不 断 加 强 武 力 镇 压 。 中 国 人 ，在 毫 无 仁 慈 地 进 行 镇 压 ， 在 西 藏 已 是 经 常 实 施的 一 个 行 为 。 ”
中 国 ，在 西 藏 的 践 踏 人 权 行 为， 是 一 个 普 遍 的 问 题 ， 根 据确 凿 的 情 况 ， 中 国 违 背 了 包 括 自 己 在 内， 与 各 国 协 商 通 过 的 国 际 法 ， 例 如 ， 违 背 联 合 国 的 《 禁 止 酷 刑 公 约 》， 以 及 《 国 际 人 权 宪 章 》 等 等 。

随 意 逮 捕 、 监禁 、 失 踪 、 未 经 审 判 程 序 的 处 决 等-

在 中 国 统 治 下 的 西 藏 ， 任 何 犯 人 ，都 根 本 无 权 询 问 自 己 被逮 捕 的 原 因 ， 审 理 地 点 ， 以 及 被 告 在 法 律 上 的 权 益 等 等 。 （ 逮 捕 时 ） 出 示 法 律 机 关， 签 署 的 逮 捕 证 的 情 况， 极 为 罕 见 ， 即 使 有 逮 捕 证 亦 不 出 示 。 西 藏 人 的 任 何 行 为 ，都 有 可 能 成 为 逮 捕 和 监 押 的 原 因 ﹕ 与 外 国 人 交 谈 ； 张 贴 标 语 ； 颂 唱 爱 国 歌 曲 ； 收 听或 观 看 有 达 赖 喇 嘛自 传 、 讲 经 或 教 诲 的录 音 、 录 像 带 ； 收 集 和 平 示 威 中 ，自 己 同 胞 的 伤 亡 情 况 ； 在 十 月 一 日 ， 红 色 中 国 政 权 建 立 日 ， 仅 因 提 示 朋 友 “ 要 穿 藏 装 ” ， 即 以 “ 施 展 阴 谋 ” 的 罪 名 ，而 被 逮 捕 关 押 。
不 准 西 藏 人 与 外 人 接 触 ，并 拘 押 是 一 个 极 为 平 常 的 、 司 空 见 惯 的 现 象 。 寻 找 被 拘 押 者 的 关 押 地 点， 或 下 落 就 完 全 是 依 赖 于 其 亲 属 的 努 力 。 （ 见 一 九 九 一 年 伦 敦 出 版 的 《 对 龙 的 迎 战 ﹕ 西 藏 人 权 》 第 33页 ） 。
对 被 监 禁 的 人 ， 在 几 天 ， 几 个 月 ， 乃 至 几 年 以 后 才 会 说 明 逮 捕 的 有 关 情 况 。 由 于 这 些 人 员 是 被 非 法 监押 ， 所 以 ， 在开 始 阶 段 ， 对 其 亲 属 就 监 押 一 事， 是 不 做 任 何说 明 的 。

酷 刑

审 讯 犯 人 时 实 施 酷 刑 ， 已 是 相 沿已 久 的 一 个 普 遍 的 问 题 ， 中 国 于 公 历 一 九 八 六 年 ，十 二 月 十二 日 在 《 禁 止 酷 刑 公 约 》 上 签 字 。 从 公 历 一 九 八 八 年 以 后 ， 虽 然 该 公 约 似 乎 要 在 中 国 正 式 实 施 。 但 对 无 视 或 践 踏 西 藏 人 权 的 现 象， 并 没 有 任 何 的 改 变 。 据 在 监 狱 中， 亲 身 经 验 过 虐 待 的 人 士 所 言 ， （ 中 国 军 警 ） 不 仅 使 用 电 棒 、 拳 打 脚 踢 ， 使 用 枪 托 和 铁 棍 击 打 ， 而 且 ， 总 是 顺 手 使 用 手 中 的 任 何 武 器 ， 或 利 用 各 种 各 样 、 五 花 八 门 的 刑 具 实 施 酷 刑 。 用 烟 头 烫 ， 让 电 流 通 过 人 身 ，放 狗 咬 ， 尤 其 向 女 性 的 阴 道 捅 电 棒 等 ， 用 这 些 惨 无 人 道 、 无 所 不 用其 极 的 残 酷 ，虐 待 强 逼 犯 人 “ 招 供 ” 罪 行 。
最 近 来 自 西 藏 东 部 、 原 在 西 藏， 曾 为 中 国 公 安 人 员 的 流 亡 人 士 指 出 ﹕ “ 在 西 藏 ， 中 国 人 实 施 酷 刑 的 种 类， 有 三 十 三 种 之 多 。 在 公 历 一 九 八 九 年， 九 月 的 “ 西 藏 自 治 区 ” ，共 产 党 内 部 文 件 《 要 征 服别 人 ，必 须 首 先 征 服自 己 》 之 第 二 版 第 二 十 一 页 中 ， 中 国 承 认， 为 了 对 西 藏 人 实 施 酷 刑， 而 制 造 新 刑 具 的情 况 。

不 依 法 运 作

对 被 告最 基 本 的 保 障 ，应 是 在 还 没 有 被 依 法 证 明 有 罪 以 前 ， 被 告 应 是 无 罪 的 。
但 在 中 国 的 法 律 中 。 对 此 并 不 明 确 。
对 政 治 犯 不 是 按 罪 行 处 刑 ， 而 是 处 予 超 乎 寻 常 的 重 刑 ， 有 些 没 有 任 何 罪 行 ，却 托 延 着 让 其 处 于监 押 之 中 。 被 监 押 者 除 极 个 别 而 外， 是 无 法 上 法 庭 的 。 脱 离 具 自 由 之 法 庭 的监 督 和 管 理， 而 由 军 警 掌 握 将 犯 人 长 期 监押的 权 力 等 。 从 中 国 最 近 通 过 的 一 部 法 律 来 观 之 ， 虽 有 了 向 法 庭 诉 讼 的权 力 ， 而 当 事 实 上 需 要 进 行 诉 讼 时 ， 则 该 权 利 被 规 定 得 根 本 无 法 实 现 。
同 样 ， 在 中 国 法 律 中 ， 从 未 给 予 被 告 人， 以 足 够 的 时 间 陈 述 和 证 明 自 己 无 罪 。 为 了 司 法 的 公 正 ， 虽 然 任 何 人 都 可 以 进 入 法 庭 ， 但 中 国 的 法 律 中， 是 不 允 许 的 。 而 且 也 只 可 拥 有 减 轻罪 过 的 申 请 权 利 ， 从 无 说 明 自 己 无 罪 的申 辨 之 权
利 。
法 官 ，只 拥 有 对 已 被 政 治 统 治 者 ，做 出 了 决 定 的 事 向 外 宣 布 的 权 利 ， 由 此 ， 对 西 藏 人 指 出 法 官 ，只 是 宣 读 判决 之 人 的 说 法 ，不 必 感 到 任 何 的 惊 奇 。

行 动 自 由 -

阻 碍 西 藏 人 ，在 西 藏 境 内 自 由 迁 徒 的 行 为 ， 完 全 违 背 了 联 合 国 《 国 际 人 权 宣 言 》 ，第 十 三 条 的 规 定 。
西 藏， 被 固 定 在 一 个 地 区 居 住 ， 如 到 其 他 地 方 ， 则 由 于 没 有 户 口 ，而 无 法 得 到 食 粮 。 同 时 ， 不 管 有 任 何 重 大 事 情 ， 若 无 “ 政 府 ” 批 准 ， 个 人 是 无 权 ，擅 自 从 一 地 搬 迁 到另 一 地 的 。 以 拉 萨 为 例 ﹕ 借 口 无 户 口本 或 无 “政 府 ” 批 准， 而 将 人 赶 回 各 自 的 乡 下 山 村 等 情 况， 已 多 次 发 生 。 例 如 ﹕ 公 历 一 九 九 一 年，五 月二 十 三 日 ， 在 所 谓 “ 纪 念 和 平 解 放 西 藏 四 十 周 年 ” 的 准 备 阶 段 ， 以 及 公 历 一 九 八 九 年 三 月 五 日 ，对 和 平 示 威 进 行 武 力 镇 压 后 ， 有 四 万 余 名 西 藏 人， 被 赶 出 拉 萨 。
公 历 一 九 九 二 年 八 月 ， 原 住 在 拉 萨 东 区 市 医 院 背 后， 之 大 片 空 地 上 的约 六 千 余 名 朝 圣 者 ，或 无 住 房的 西 藏 人， 全 部 被 赶 走 ， 目 前 ， 哪 儿 已 建 起 了 中 国 的 单 位 和 商 店 等 。

国际 社 会 对 西 藏 人 权 的 关 注-

所 谓 中 国 “ 人 民 解 放 军 ”， “ 解 放 ” 西 藏 的 说 法 ， 在 公 历一 九 六 零 年 “ 国 际 法 律 专 家 协 会 ”， 有 关西 藏 问 题 的 报 告 中 ，已 被 证 明 是 虚 假 的 谎 言 。 在 该 报 告 中 ，对 中 国 在 西 藏 有 计 划 地 践 踏 人 权 、 灭 绝 民 族 等 各 种 行 为 做 了 记 录 。
公 历 一 九 五 九 年， 联 合 国 1357号 决 议， 和 公 历 一 九 六 一 年 第 1723号 决 议 、 以 及 公 历一 九 六 五 年 ，第 2079号 决 议 第 三 个 要 求， 中 国 尊 重 西 藏 人 民 自 决 权，和 人 权 的 决 议 ， 已 证 实 了 国 际 法 律 专 家 协 会， 于 一 九 六 零年 所 写 的 ，有 关 西 藏问题 的 报 告 之 正 确 性 。

政 府 与 议 会 的 支 持-

近 几 年 来 ， 在 许 多 国 家 的 议 会 中 ， 通 过 了 许 多 要 求 中 国 政 府， 尊 重西 藏 人 权 的 决 议 。 其中 ， 公 历 一 九 八 七 年， 十 月 十 四 日 、 一 九 八 九 年 三 月 十 五 日， 和 一 九 九 零 年， 四 月 二 十 五 至 二 十 六 日 ，分 别 在 欧 洲 议 会 ，通 过了 决 议 。 公 历 一 九八 七 年 ，十 月 十五 日 的 西 德 ，和 公 历 一 九 八 九 年， 四 月 十 二 日 意 大 利 议 会 、 以 及 公 历 一 九 九 零 年， 十 二 月 六 日 和 一 九 九 一 年 六 月 六 日， 分 别 在 澳 大 利 亚 议 会， 通 过了 决 议 。 尤 其 是 美 国 参 众 两 院 ，要 求 中 国 尊 重 西 藏的 政 治 权 益， 和 人 权 的 十 次 决 议 ， 以 及 美 国 议 会， 就 中 国 对 西 藏 的 非 法 入 侵， 和 西 藏 人 民 所 公 认 的 合 法 代 表 ，是 达 赖 喇 嘛 和 西 藏 流 亡 政 府 的 决 议 。 该 决 议 于公 历 一 九 九 一 年， 十 月 二 十 八 日 经 总 统 布 什 签 字， 已 成 为 法 律 。 同 时 ， 许 多 国 家， 直 接 向 中 国 政 府 ，就 西 藏 问 题 表 示 了 忧 虑 。
公 历 一 九 八 九 年， 四 月 二 十 七 日在 印 度， 和 公 历 一 九 八 九 年 五 月 二 十 四 日 在 奥 地 利 ，公 历 一 九 八 九 年， 三 月 二 十 六 日 在 瑞 士 ，和 公 历 一 九 八 九 年， 三 月 九 日的 澳 大 利 亚 等 国 家 的 议 会议 员 们 ，相 继 成 立 了 支 援 西 藏 的 组 织 ， 对 处 于 强 权 之 下 的 西 藏 状 况 给 予 了 极 大 的 重 视 和 关 注 ， 并 在 议 会 对 西 藏 问 题 ，展 开 讨 论 。 近 年 来 西 藏 问 题， 在 联 合 国 的 讨 论

公 历 一 九 八 五 年 ， 有 关 西 藏 的 人 权 状 况， 再 次 在 联 合 国 得 到 讨 论 。 许 多非 官 方 组 织 ，向 联 合 国 人 权 委 员 会 呼 吁， 应 重 视 西 藏 的人 权 问 题 。 从 此 ， 联 合 国 人 权 委 员 会 ，以 及 其 下 属 各 分 支 机 构 ，对 西 藏 问 题 进 行 公 开 的 讨 论 。
公 历一 九 九 零年 二 月 ， 在 联 合 国 人 权 委 员 会， 召 开的 第 四 十 六 次 会 议 时 ， 欧 共 体 、 美 国 、 加 拿 大 、 瑞 典 、 澳 大 利 亚 等 国 ，就 西 藏 问 题 进 行 讨 论 ， 当 时 ， 上 述 官 方 组 织 ，还 发 行 了 有 关 中 国 在 西 藏 实 行 民 族 歧 视 、 军 事 戒 严 、 剥 夺 自 决 权 等 解 说 西 藏 问 题 书 籍 。
联 合 国 各 分 支 机 构， 召 开 许 多 不 同 形 式 与 规 模 不 等 的， 有 关 西 藏 问 题 的听 证 会 ， 并 对 中 国 代 表 ，设 法 回 避 事 实 的 行 为 ，有 力 地 进 行 了 谴 责 ， 尤 其 是 公 历 一 九 九 零 年， 召 开 的 禁 止 酷 刑 的 会 议 上 ， 对 中 国 代 表， 特 别 地 进 行 了 严 厉 谴 责 。
公 历 一 九 九 一 年， 八 月 二十 三 日 ， 保 护 少 数 民 族， 与 消 除 种 族 歧 视 等 ，联 合 国 各 分 支 机 构， 通 过 的“ 西 藏 局 势 ” 第 91／ 10号 决 议书 ， 对 由 于 践 踏 西 藏 的 基 本 人 权 和 自 由 ， 从 而 造 成 西 藏 特 殊 的 文 化 、 宗 教 、 国 家 的 性 质 等， 濒 临 灭 绝 的 危 险 的 处 境 ，表 示 忧 虑 。 从 上 述 情 况 、 已 使 毛 泽 东 “ 如 果 是 正 确 的 ，就 能 得 到 人 们 的支 持 ” 的 言 论， 得 到 了 验 证 。

所 谓 “ 政 权 归 属 于 人 民” 是欺 世 谎 言-

在 中 国 白 皮 书 中 声 称 ﹕ 由 于 “ 公 历 一 九 五 九 年， 对 西 藏 的 民 主 改 革 ” ， 使 “ 人 民 民 主 的 政 治 得 到 实 施 ” ， 西 藏 人 民 “ 成 为 国 家 的 主 人 ” 。 然 而 ， 事 实 并 非 如 此 。
所 谓 “ 西 藏 自 治 区 ” ，表 明 有 “ 自 治 ” 的权 益 ， 但 事 实 上 ， 不 仅 根 本 谈 不 上 西 藏 人 治 理 西 藏 ， 甚 至 连 表 示 自 已 观 点 的 言 论 自 由 都 没 有 。 不 管 任 何 大 小 问 题 ， 最 终的 决 定 权 ， 除 “ 西 藏 自 治 区 ” ，共 产 党 书 记 而 外 ， 西 藏 人 是 没 有 这 些 权 利 的 。 除伍 精 华 是 一 个 少 数 民 族 外 ， 其 余的 共 产 党 书 记 ，清 一 色的 全 是 中 国 人 。 例 如 ﹕ 从 公 历 一 九 五 九 年 开 始 ﹕ 张 国 华 、 曾 雍 雅 、 任 荣 、 阴 法 唐 、 胡 锦 涛 、 陈 奎 元 等 ，担 任 了 共 产 党 书 记 的 职 务 。
而 在 西 藏 人 中 的 高 级 官 员 中 ， 以 最 有 名 的阿 沛 ． 阿 旺 晋 美 为  例 ， 如 ，无 职 务 比 他 还 低 的 中 国 官 员 允 许 ， 他 无 权 做 出 任 何 决 定 。 似 阿 沛 般， 拥 有 很 高 职 务 的 西 藏 人 ， 除 了 按 中 国 人 的 命 令 ，前 往 西 藏 视 察 而 外 ， 没 有 留 居 西 藏 的 权 利 。 这 种 无 居 留 或 行 动 自 由 的 处 境 ，在 班 禅 大 师身 上， 也 是 真 实 地 出 现 过 。
对 外 声 称 ，在 召 开 的 民 主 大 会 ， 事 实 上 ， 除 了 对 共 产 党 的 首 脑 们， 提 前 已 做 好 了 决 定 的 各 项 “ 议 案 ”， 举 手 表 示 拥 护 和 同 意 外 ， 提 出 批 评 或 修 改 意 见， 是 不 允 许 的 。 并 将 如 此 的 “ 决 议 ” ，称 之 为 通 过 人 民 “ 民 主 协 商 ” 后， 产 生 等 等 。 对 西 藏 人 ，不 管 表 面 上 给 予 多 大 的 职 务 ， 事 实 上 ， 真 正 掌 握 或 控 制 权 利 的，却 是 该 藏 族 官 员， “ 下 属 ” 的 中国 官 员 。
对 西 藏 人 民 ，赋 予 职 权 仅 仅 是 表 面 现 象 ， 在 类 似 “ 西 藏 自 治 区计 划 经 济 委 员 会 ” ，“ 西 藏 自 治 区 人 事 局 ”， 等 重 要 单 位 中 ， 不 管 是 各 级 官 员，还 是 一 般 工 作 人 员 ， 中 国 干 部 必 定 要 多 于 西 藏 籍 干 部 。 而 所 谓 “ 人 民 代 表 大 会 ” 的 代 表 候 选 人 ， 以 及 当 选 代 表等， 都 是 由 共 产党 内 部 的 中 国 官 员 ，早 已 做 好 决 定 的 ，或 是 由 他 们 从 中 挑 选 。
将 西 藏 人 口 占 多 数 的 地 区 ，兼 并 入 中 国 的 各 个 省 份， 以 剥 夺 西 藏人 的 政 治 权 益 。 从 这 点 而 言 ， 在 投 票 时 ， 由 于 在 自 己 的 故 土 ，也 变 成 了 少 数 民 族 ， 从 而 使 其 变 得 毫 无 意 义 。
