美国国防部副次长劳里斯今天在众议院军事委员会举行的听证会上表示，中国秘密扩张军事武力，迫使美国为最坏情况预作準备，包括台湾问题在内。劳里斯指出，约有900枚中国飞弹部署在台湾的对岸，与此同时中国也不断发展出更精密的长程核子飞弹、战机、战舰及潜舰。
　
中国日报报道，主管亚太安全事务的劳里斯表示，美国政府迫切希望展开战略对话，讨论中国的军事意图，尤其是针对核武问题。

　　劳里斯说：“我认为，如果我们能真正深入对话，我们或许能抑制以及安顿部分中国的图谋问题。”

　　他又说：“如果无法做到，我们就必须为最坏情况预作準备。这是高度令人忧心领域，美国国防部最高阶层以及跨部会间讨论，正针对此作出适当关注。”

　　劳里斯出席众院军委会听证会时指，2003年中国对外公布的军费开支是224亿美元，但实际上估计介306亿美元至1410亿美元。他又预计，中国今年的军事开支介乎850亿美元至1250亿美元。
