to rent condo, do we have to get approval from HOA?

I found a condo I like, and the communitiy association I called told me it reached its max percentage for lease: 25%.

so If I can get a deal of this property, how do I structure loan to be able to legally rent it to tenants?

And not get punished by HOA?
