After my son got his learner permit many summers ago, we went to a neighborhood school parking lot to practice. After a few rounds, we noticed a shirtless guy came out of his house, standing in his driveway, looking at our direction.  It was a weekend, there was no one else.  He just stood there.

I could feel my son became uneasy, and asked if we should leave. Truth be told, I felt uncomfortable too. But, I told my son, "I do not give a hoot what this guy wants, don't mind him".  We kept on driving round and round. Finally, we exited the parking lot, and stopped by him. He told us that he just wanted us to know that we were not supposed to practice driving there.  I did not know if there was such a regulation, though it is very possible.
