之前我们报道过有关USCIS 的Bi-specialization initiative程序，所有的I-140申请会先由Nebraska Service Center (NSC) 接收，然后再将其中一半的申请转到Texas Service Center (TSC) 。不少人问到关于NSC和TSC将怎么分配这些I-140申请。根据TSC最近的指引，如今我们知道Nebraska采取的方式为每隔一天所收的案件平均分配。也就是说今天为Nebraska明天为Texas。这也就是为什么我们看到同一个州的案件，有些留在Nebraska有些送到Texas去。因为USCIS收监及邮局寄送的日期我们不可能知道，申请人也就无法对自己的案件送到那个中心有所控制。
Because of the recent bi-specialization initiative at USCIS (for information about this initiative, please click here), all Immigrant Visa Petitions (I-140s) are being sent to Nebraska Service Center (NSC). From there, half of the petitions are forwarded to the Texas Service Center (TSC) for adjudication. We have received many questions regarding how the Service is deciding where to send the petitions. According to recently received guidance from TSC, NSC will transfer all cases received every other work day to TSC. In order to ensure that the correct priority date is assigned, a receipt date is assigned to each case when it is originally received at NSC, and then the cases are forwarded to TSC every other day. As such, it will be impossible for us to tell whether any individual’s I-140 will be adjudicated by NSC or TSC until we receive the Receipt Notice, which is issued by the adjudicating Service Center.
