A junior high school girl is suing the Saga Prefecture (state) for 5.6 million yen ($45,000) for damages.
The girl says she developed post-traumatic stress disorder (PTSD) after the policeman treated her too aggressively.
On her way home from a calligraphy class, the officer, in plain clothes, stopped her and asked her about the bicycle she was riding - thinking it had been stolen.
When the officer started shouting at her, she fled but was chased down by the officer in his car.
